Accountability:
The primary responsibility will be to estimate projects and prepare bid proposals and change orders.
Responsibilities:
* Review RFP's thoroughly and ask follow-up questions on bids as needed.
* Prepares estimates and submittal documents to be presented to customer.
* Regularly interface with suppliers, manufacturers, and contractors, including during estimating, bid preparation and submittal.
* Have a thorough understanding of the entire life cycle of large projects, including knowledge of codes and standards, estimation processes and procedures, bid packages, submittal packages, safety manuals, daily reports, purchase orders, change orders, RFI,
* Monitors pipeline of RFQs/RFPs to ensure timely response
* Consistently follows up on submitted bids to close business.
* Negotiate with outside suppliers to secure advantageous terms for sourcing material
* Utilizes CRM (Microsoft Dynamics) for proposal creation, data entry, management of daily tasks, and reporting to management
* Daily demonstrate organizational skills and be able to use a computer-based document management system.
* Regularly communicate using all forms of communication, including written, electronic, and verbal.
* Performs other duties as assigned.

Specialized or Technical Knowledge, or Education and Experience:
* Bachelor's degree from four-year college or university; or five years related experience and/or equivalent combination of education and experience in Estimating or Project Management in the Construction industry.
* Four-year degree in Civil Engineering, Construction Management or related disciple.
* One to Two years of experience in Estimating or Project Management in the Construction industry.
* Experience with Microsoft Outlook, Word, and Excel products. Additional experience in the construction industry and any experience with trade-specific software products and/or processes will be helpful.
* Proficient in people management and time management, be flexible, and must be able to function independently.
* This position requires regular presentations to contractors and estimating teams.
Physical Requirements: Mobility to participate in limited travel along the assigned short line and within the region encompassing the operations, including visits to customer and supplier locations; lifting of up to 50 pounds in the performance of duties; and ability to use computer and telephone and mobile radio media.
Environmental Conditions: Performs duties in an inside administrative office environment, and limited travel with overnight stays. Also performs duties in outside, job-site environments, in and around moving locomotives, railcars, vehicles and equipment. Frequent exposure to weather elements; and appropriate PPE required for job site visits.
Major or Unusual Problems: Requires professional demeanor and ability to multitask in time sensitive office environment. Highly visible admin office position.
