General Overview: The Assistant ExCEL Program Director is responsible for supporting the Program Director with the oversight of programs and operations for the 21st Century Community Learning Center Grant under the guidelines of the 21st CCLC grant. The primary focus will be the coordination of program development and implementation, continuous improvement, and staff development for the after-school grant. The purpose of the grant is to help students improve in academics, attendance, and behavior. This position requires skills in managing personnel, managing records and timelines for ensuring quality programming and supervision throughout the ExCEL program- including reporting requirements, program development, evaluation and improvement, partnership development, assisting with ExCEL staff hiring and on-boarding and ExCEL Site Coordinator supervision, district relations and risk management. This position is on site at ExCEL locations during ExCEL hours. Essential Duties include (but are not limited to) the following:
- Develop and implement student recruiting strategies
- Supervise and support Site Leaders
- Assist in hiring/conducting new employee orientation at designated sites
- Complete improvement cycles and develop action plans
- Support the planning of activities for ExCEL programs
- Promote positive, professional and respectful program environment
- Establish a strong professional relationship with the custodial staff, principal and teachers at designated program sites.
- Coordinate enrollment at each site
- Attend all program director meeting led by the state
- Organize and facilitate data collection required by the state and 21st Century grant guidelines utilizing 21st CCLC Program Assessment Tools and Evaluations
- Ensures that all reports are submitted and data is updated by Site Coordinators by ODE identified deadlines
- Distribute and coordinate survey collection from 21st Century grant guidelines
- Support site leaders with maintenance of daily attendance records
- Ensure lesson plans, daily activities and schedules are being followed
- Ensure programming is designed to enhance the health, emotional, social, intellectual, and physical development of children enrolled in the ExCEL program
- Ensure the safety of the children enrolled in the program at all times
- Ensure all district policies are being followed and enforced and follow the policies and procedures of ExCEL and HRCSD
- Coordinate duties and assignments of Site Leaders
- Work alongside the Program Director to ensure quality programming and grant requirements are met
- Participate in building leadership teams
- Coordinate staff development training
- Work extensively with community agencies in accessing resources
- Collaborate with community organizations to meet needs of students/family(ies)
- Communicate with students and family as needed
- Leadership in problem solving and decision making.
- Maintain professional relationships with the children, parents, and co-workers.
- Available and willing to work at all ExCEL site locations as needed
- Other duties as requested.

License, Education, Experience and Testing Requirements:
- Valid driver's license and ability to maintain insurability under the District's vehicle insurance policy, and possess reliable personal transportation.
- Possession of a Bachelor's degree in Management or Education preferred; Associate's degree or 72 quarter credits minimum requirement, or have a passing score on the ParaProfessional Assessment.
- Prior experience and understanding of grant management concepts and requirements.
- Prior project management experience.
- Prior supervisory or lead-worker experience.

Compensation will be made through a Extra Duty Stipend, in the amount of $13,184, paid in equal monthly payments over the remainder of the school year. This figure reflects the 103 days remaining in the ExCEL program for the 24/25 school year. The stipend will increase to $22,528 for the 25/26 school year, reflecting 176 days in the ExCEL program.
