Salary : $51,061.00 - $53,614.00 Annually Location : Louisburg, NC Job Type: Full Time Job Number: 202200388 Department: County Manager Opening Date: 10/23/2024 Closing Date: 11/7/2024 11:59 PM Eastern General Statement of Duties The Franklin County Office of County Manager is currently recruiting for the position of Executive Assistant. An employee in this class performs a wide variety of responsible, confidential, and complex administrative and technical duties on a day-to-day basis for the County Manager, Assistant County Managers and other department staff as needed. Serves as a liaison with department directors, staff representatives of other organizations, elected and appointed officials, and the public in general. Resolves problems and issues by conducting research, analyzing and developing action-oriented strategies, handling special projects and assisting other employees and the public seeking information or assistance. Processes or reviews timesheets, vendor payments, finance documents, purchases supplies and maintains an inventory of departmental supplies and copier/printer supplies. Advises the County Manager or Assistant County Managers on matters that arise or that may need attention or response. Understands that the results of assigned projects may have a direct impact on the achievement of departmental goals and objectives. Work requires a high level of discretion and application of administrative and office management skills; often work requires the use and handling of confidential information. Sound judgment is required in performing the responsibilities. Work is performed under the general supervision of the County Manager or Assistant County Manager(s) and is reviewed through observation of results obtained, conferences and periodic reports or evaluations. Duties and Responsibilities/Knowledge, Skills, Abilities Essential Duties and Tasks Perform executive and administrative functions involving a high degree of discretion and exercise of judgement on confidential matters. Exercise initiative and independence in reviewing current procedures and work methods, making changes to streamline the work functions of the County Manager's office and staff. Ensuring in-person, telephone and email coverage for the office including proposing and delivering responses as needed or assigned. Coordinate and document training as requested and attend or serve on committees to represent the department as requested. Maintain and file records of contracts, documents or departmental materials through filing (electronically and/or physically) in the existing system and expanding as needed. Interact with other departments and external agencies; assure information that affects other employees or departments is communicated appropriately. Compose a variety of documents including general correspondence, reports, memoranda and statistical charts. Arrange travel and training registrations to include preparation of itinerary, expense reports and other related documents for the County Manager and Assistant County Managers or other staff as needed. Plan, coordinate, communicate and schedule the use of county facilities for special events, festivities, and other intergovernmental functions. Provide administrative, technical and secretarial support to the County Manager's Office, which includes preparation of general correspondence, calendar scheduling, and telephone response. Review, research and summarize a variety of fiscal, administrative and departmental information and prepare related reports and correspondence. Perform special projects and assignments as requested by the County Manager. Support the Leadership Team meetings by coordinating the meeting space, meeting materials, invitations and meeting set up items such as food, beverages, copies of materials, etc. Proposes, designs and organizes legal, technical or policy development research projects. Coordinates with other offices to execute them. Organizes and implements departmental programs and activities. Coordinates special projects, as required. Knowledge of standard office administration practices and procedures. Knowledge of goals, priorities, policies, and commitments of the County Manager. Knowledge of local political environment and its impact on county management. Knowledge of typical operational structure of a local government entity. Knowledge of policies, practices, procedures and terminology of assigned function. Knowledge of accounting, purchasing and budgeting procedures and techniques. Knowledge of constituent interests and issues. Knowledge of computer equipment to include word processing, spreadsheets, databases and a variety of software packages. Knowledge of business letter writing, grammar and punctuation, and report preparation. Ability to develop knowledge of and adhere to federal and state laws requiring the confidential handling of certain health or procurement information. Ability to operate and use modern office equipment. Ability to provide a positive customer service experience. Ability to conduct research in areas of substantive importance. Ability to maintain important files and records. Ability to compile data and write clear and comprehensive reports and letters. Ability to write reports, business memos and other documents. Ability to interpret policy and apply to situations as they arise. Ability to effectively solve problems and make decisions. Ability to manage and organize diverse community and County activities. Ability to accurately receive, research, analyze, prioritize, and effectively communicate information. Ability to work independently within broad policy guidelines. Ability to independently prepare correspondence, memorandums, and other materials. Ability to plan, organize, and execute a variety of events and meetings including internal and intergovernmental meetings. Ability to perform responsible and complex administrative work involving the use of independent judgment. Ability to research, compile, analyze, interpret and prepare a variety of fiscal, statistical and administrative reports. Ability to maintain confidential data and information for executive staff. Ability to assist in monitoring a budget, implementing, and maintaining filing and accounting systems. Ability to establish and maintain effective working relationships with County employees and officials, with representatives of outside private and public organizations, and with the general public. Ability to communicate effectively in oral and written forms. Ability to be tactful and courteous in dealing with individuals on County business. Desirable Education and Experience Associate's degree in business or public administration, finance, paralegal technology, or related field and three years' experience of increasingly responsible administrative/office management experience, to include, working as an executive or administrative assistant and preparing written correspondence; or an equivalent combination of education and experience. Salary is commensurate with experience. Other Information Must possess a valid North Carolina driver's license upon hire. Must obtain NC Notary Public certification within six months of employment.
