Position Overview

The Executive Dean of Transfer Education provides strategic leadership, vision, and direction to the College's academic transfer portfolio. This role is responsible for driving the strategic growth and development of instructional programs and activities that lead to transfer credentials. The Executive Dean ensures not only the expansion of direct instructional activities but also the implementation of initiatives that support and enhance student success. Additionally, the Executive Dean supervises and oversees administrators responsible for the day-to-day management of direct instructional activities.

Duties & ResponsibilitiesAcademic Programs Leadership
  • Provide strategic leadership, direction, advocacy, and administrative oversight for all members of the Transfer Education division, promoting excellence and integrity.
  • In collaboration with relevant stakeholders, develop, implement, evaluate, and improve holistic academic and enrollment plans that foster student success consistent with the strategic plan.
  • Guide and support program innovation and growth through the alignment of curriculum with community and workforce needs for credit, non-credit, training, and academic non-credit programming.
  • Create and foster positive relationships with faculty, staff, and students by maintaining effective lines of communication and serving as a strong advocate for all faculty, staff, and students.
  • Establish a culture of accountability and evidence-based decision-making.
  • Provide leadership in accreditation processes, particularly with respect to learning outcomes assessment and student achievement.
  • Review, develop, and recommend administrative policies and procedures that comply with state and federal regulations.
  • Develop and initiate innovations related to transfer programs that are responsive to the rapidly changing environment in which our students live and learn.
  • Expand, develop, and coordinate relationships with industry partners and community organizations designed to increase enrollment and the success of all students, including historically underrepresented student populations.
  • Collaborate with relevant stakeholders to identify and develop new academic degrees and programs, including the preparation and management of proposals through relevant approval processes.
  • Build and maintain relationships with four-year colleges and universities to create and sustain articulation agreements and transfer pathways.
  • Advocate for best practices in transfer education within EvCC and in collaboration with four-year partners.
  • Review transfer data and develop strategies to improve transfer rates across all programs.
  • Support and contribute to program assessment activities for all EvCC transfer programs.
  • Utilize transfer and economic mobility data to support the development of disciplinary and interdisciplinary transfer pathways at EvCC.
  • Create opportunities for accelerated transfer degree completion.
  • Support the integration of work-based and experiential learning into all transfer programs.
  • Promote and expand opportunities for Academic Credit for Prior Learning (ACPL) in all transfer programs.
  • Ensure EvCC transfer programs comply with accreditation standards, state and federal regulations, and disciplinary standards.
Student Success Leadership
  • Cultivate a culture of evidence in support of equitable student success.
  • Identify and promote practices that facilitate equitable student success in transfer programs.
  • Identify and regularly share disaggregated program-specific student success metrics with relevant stakeholders in transfer programs.
  • Initiate, refine, and continuously use data-informed processes that support equitable student success.
  • Collaborate across units and programs to create wrap-around support for programs across divisions.
  • Lead strategic program development and resource allocation for all transfer programs.
  • Support the growth and professional development of associate deans overseeing transfer programs.
  • Supervise assigned personnel.
  • Make recommendations concerning hires or terminations, as necessary.
  • Evaluate assigned staff, including discipline and annual review processes for administrative, professional, and support staff assigned to areas of responsibility.
  • Recommend and approve staff development for professional and support staff.
Resource Management
  • Plan, develop, and administer the annual budgets in assigned units; make recommendations on budget and financial data; monitor, control, and authorize expenditures in accordance with established budget procedures, and maintain appropriate records.
  • Identify and support opportunities to increase revenue through program expansion, grants, partnerships, or other initiatives.
  • Monitor all funding streams and ensure appropriate management of fiscal resources.
  • Make fiscally responsible recommendations regarding hiring, promotions, and staffing levels, ensuring they align with both budgetary limitations and academic needs.
  • Participate in long-term financial planning for transfer programs, educating, and leading program faculty and staff on enrollment and revenue projections, capital investments, and other financial stewardship indicators.
  • Collaborate with enrollment management teams to align budget planning with enrollment trends and projections.
  • Implement cost-saving measures where possible without compromising the quality of education or student support services.
General Duties
  • Oversee the creation and implementation of annual operational plans for each area of supervision.
  • Serve on College committees and provide leadership to College committees as may be designated by the Vice President or President; act as the College's liaison to external agencies and organizations (e.g., State Board for Community and Technical Colleges).
  • Lead, participate in, or coordinate projects, committees, or task forces as assigned by the Vice President or President.
  • Discharge other administrative assignments as directed by the Vice President or President.
Minimum Qualifications

Education and Experience:

  • Master's degree in a relevant field from an accredited higher education institution and three (3) years of relevant leadership experience; OR Bachelor's degree in a related field from an accredited higher education institution and five (5) years of relevant leadership experience.
  • Successful progressively responsible experience in academic administration.
  • Three (3) years of supervisory experience.
Demonstrated Knowledge, Skills, and Abilities:
  • Experience with strategic planning, implementation, fiscal management, resource development and allocation, and the supervision and development of personnel.
  • Strong leadership, coaching, and team-building skills.
  • Knowledge of academic policies, procedures, and regulatory requirements.
  • Ability to build relationships and work effectively with culturally and socioeconomically diverse populations, community organizations, and the campus community.
  • Skill in building consensus and coalitions among diverse stakeholders to achieve institutional goals.
  • Ability to use data and assessment outcomes to make continuous improvements for programs and services.
  • Ability to articulate a clear vision, execute strategic initiatives, and manage operational activities.
  • Proactive approach in implementing forward-thinking strategies to meet institutional needs.
  • Excellent communication skills: written, verbal, presentation, and interpersonal.
Preferred Qualifications
  • Terminal degree in a relevant field from an accredited college or university.
  • Knowledge of student development theory or theories of teaching and learning.

Work Hours
