The Executive Director shall hold ultimate responsibility for all aspects of all programs, services, departments and divisions of the Pawnee Nation.ESSENTIAL FUNCTIONS
Oversees, leads, and directs all aspects of Divisions within the Pawnee Nation's administration.Provides direct oversight of all Division Directors by providing general direction, leadership and delegation of job tasks.Leads Division Directors and key management staff in carrying out strategic planning initiatives for the Nation and is responsible for the supervision and efficient operation of all Executive Office programs under the supervision of the Executive Director, including the Human Resources Department and the Executive Administrative Assistant office.Conducts annual program evaluation and assessments of Division components according to established policies, procedures, and regulations.Identifies Division goals, objectives, services, outcomes, needs, and resources necessary to provide quality services to efficiently and effectively carryout tribal operations.Identifies short-term threats and weaknesses and long-term strengths and opportunities, issues goals and objectives for improving the administration and delivery of essential governmental services.Recommends to the Pawnee Business Council available options, recommends courses of action, and implements directives efficiently and effectively.Plans, organizes, implements, controls, and evaluates programs, policies, and directives of the Pawnee Business Council and works closely with the President and Executive Affairs Director to ensure and oversee the prompt and efficient implementation of all Pawnee Business Council decisions.Coordinates activities with applicable Committees/Commissions relating to their particular function areas, while maintaining communication with all Divisions regarding their specific role with such Committees/Commissions.Achieves financial objectives by reviewing and approving the annual budgets for each Division, inclusive of operational plans and objectives.Reviews and approves program proposals and provides recommendations to the Pawnee Business Council.Ensures that all proposals, contracts, and reports to funding grantor agencies are properly prepared and submitted.Reviews, makes recommendations, and approves all Division, Department, or Program requests regarding staffing, budgets, physical facilities, and administrative activities.Informs the Pawnee Business Council and Division Directors of Pawnee Nation activities, events, and issues by attending meetings, submitting reports, holding individual meetings, and conducting investigations, as deemed necessary.In consultation with the President and Chair of the Intergovernmental Affairs Committee, the executive director establishes and maintains effective communications with applicable Tribal, State, and Federal legislative bodies, as well as public and private organizations, while staying abreast of all pending legislations with probable impact on Pawnee Nation operations.Apprises the Pawnee Business Council and Division Directors of any pending legislations with probable impact on Pawnee Nation operations.Prepares, reviews, and submits administrative paperwork, as prescribed in Pawnee Nation policies, procedures, and practices.Ensures confidentiality in all issues.Contributes to a team effort and accomplishes related results as required.Performs other duties as assigned by the Pawnee Business Council and within the scope of the position.Works with the Human Resources Department and all Directors to create a good working environment for Pawnee Nation employees; establishes and maintains high morale within the government; and provides a government-wide employee program for professional development, mentoring, and in-service training opportunities for employees.QualificationsQualificationsEDUCATIONAL REQUIREMENTSMinimum: Bachelor's Degree in Public Administration, Planning, Business Administration or related field.Preferred: Master's Degree in Public Administration, Planning, Business Administration or related field.EXPERIENCE REQUIREMENTSMinimum: Five (5) years of management experience in a tribal government setting, and five (5) years supervisory experience.KNOWLEDGE, SKILLS, & ABILITIESComputer:1. Proficiency in Microsoft applications, including Word, Excel, Outlook, Power Point, Internet Explorer, etc.Communication:1. Possesses strong written and verbal communication skills;2. Ability to create and present effective speeches and presentations;3. Establishes and maintains effective working relationships;4. Skilled in the use of business communications (proper spelling/grammar);5. Skilled in the use of business arithmetic (accounting, etc).Miscellaneous:1. Knowledge of Pawnee Nation customs and traditions;2. Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds;3. Must possess valid driver's license and be insurable with the Nation's insurance carrier;PHYSICAL DEMANDSWhile performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to stand; and walk. The employee is occasionally required to stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds.WORK ENVIRONMENTWork is generally performed in an office setting with a moderate noise level. Evening and/or weekend work is often required. Occasions may arise requiring work outdoors where exposure to natural weather conditions may occur.
