Job DescriptionIf you are hired provisionally in this title, you must take and pass the Civil Service Exam, when it becomes available, to be eligible for continued employment.The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA's various social service programs. Its many functions include: facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services and warehouse operations.General Support Services is recruitment for one (1) Administrative Supervisor of Building Maintenance, M-III to function as Executive Director for Facilities Operations who under the direction of the First Assistant Deputy Commissioner, Facilities Operations, with very wide latitude for independent judgment and initiative who will:Collaborate with First Assistant Deputy Commissioner on establishing goals and policies needed to achieve the broader support services objectives set forth by senior level DSS/HRA management. Participate in forming and implementing policies and procedures. Interpret policy and procedural changes to staff. Assist in creating new operating instruction, systems, and methods, and direct implementation by GSS staff.Support First Assistant Deputy Commissioner in overseeing collaborative efforts between all units within Facilities Operations. Track and monitor projects and assignments, maintaining timelines, and follow up with FO staff and external parties.Propose and implement strategies to improve efficiency of internal procedures by analyzing and supporting development existing plans to ensure that all FO areas are aligned with the overall goals of the Agency such as facilities planning and management.Respond to difficult and sensitive programmatic staff inquiries and complaints and assists with resolutions and alternative recommendations.Oversee the process of collaborative efforts between the divisions of Building Management and Department of Property Management to ensure that the 70 plus leased and city owned HRA locations are well maintained as well as ensuring programmatic space needs are met at each site to reduce/eliminate the risk of facing issues of non compliance with OSHA along with possible accompanying OSHA fines.Oversee the overall management of the Division of Property Management and collaborates with the Bureau of Space and Design to ensure purchase of furniture, the relinquishment of furniture and specialized equipment for all new and renovated locations, as well as reasonable accommodations equipment purchases, remain in compliance with applicable mayoral directives and NYC's policies and procedures.Act on behalf of the First Assistant Deputy Commissioner when s/he is unavailable.WORK LOCATION: 375 Pearl StreetHOURS/SHIFT: Managerial Work ScheduleMinimum Qualifications1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or2. Education and/or experience which is equivalent to 1 above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in 1 above.Preferred SkillsExcellent verbal communication skills.Strong supervisory and leadership skills.Ability to prioritize tasks and delegate when appropriate.Ability to read blueprints and working diagrams.Proficient with Microsoft Office Suite or related software as needed to maintain reports, records, and budgets.Competent in conflict and crisis management.Critical-thinker and problem-solver.Commitment to teamwork and an integrated approach to project delivery.55a ProgramThis position is also open to qualified persons with a disability who are eligible for the 55-a Program.
