PURPOSE OF POSITION:
Plan and direct implementation, operation, and maintenance of clinical, clinical ancillary, hospital outpatient and medical practice, and patient management (revenue cycle) information systems for Cape Cod Healthcare. Participate in the ITS strategic planning process and develop tactical plans to deliver on ITS components of CCHC strategic objectives. Direct assigned projects, vendor evaluations and selections, feasibility studies, system implementations/upgrades and other activities related to supported information system applications and technologies. Works collaboratively with ITS leadership peers to ensure full collaboration and coordination amongst ITS groups. Seeks to leverage existing technology and identifies use cases for the adoption of new technologies and features.
This position interacts with all levels of management throughout the CCHC system and is a key leadership role within the ITS department in its relationships.
PRIMARY DUTIES AND RESPONSIBILITIES:
Direct the activities of the clinical, clinical ancillary, hospital outpatient and medical practice (ambulatory), and patient management (revenue cycle) application teams as related to application development, implementation and support/maintenance, aligning activities with Cape Cod Healthcare strategic and tactical plans. Manage relationships with software vendors and assists with negotiating favorable contract terms for software, professional services, support services and maintenance agreements. Perform CCHC ITS managerial functions, including budgeting, resource scheduling, and personnel recruitment. Maintain an environment of professional growth for ITS staff through development of performance standards, education plans, performance evaluations, performance action plans, and hiring/terminating of staff. Oversee formal triaging and assessment of ITS maintenance tasks, and incident and service requests. Consult with key operational stakeholders and system users to clarify operations, procedural, and information requirements, in order to maximize system utilization and effectively meet customer needs. Coordinate assessments with other ITS functional areas as appropriate. Adheres to established ITS project management methodologies to manage assigned projects including: project charters, project scope, project metrics, communication plans, project plans, change requests, and project review reports. Act as the primary ITS leadership resource to CCHC administration, key operational stakeholders, and other operational staff in the determination of needs and system requirements, service and support levels, and the prioritization of requests; manage ITS staff to support these activities as required to meet objectives and service and support levels. Actively participates and supports CCHC business and clinical function process improvement efforts. Represent ITS on CCHC committees and task forces as assigned. Serve as management resource for on-call personnel during off hours/weekends. Perform other work-related duties as assigned or requested. Consistently provides service excellence to all patients, family members, visitors, volunteers, and co-workers. Challenges current working practices: identifies process improvement opportunities and presents recommendations and solutions to management. Engages and commits to the organizations culture of continuous improvement by actively participating, supporting, and promoting CCHC Pillars of Excellence. EDUCATION/EXPERIENCE/TRAINING:
- Bachelors degree in computer information systems, Business Administration, Healthcare Management, or a related discipline.Masters degree preferred.
- Eight years of progressively more responsible related work experience managing the acquisition, development, implementation and support of health care software and related technology.
- Excellent, proven leadership skills including the ability to lead project teams, build consensus, and mentor ITS managers and staff.
- Demonstrated understanding of the psychology of complex corporate relationships and a proven ability to influence change in such an environment.
- Proven ability to plan operational and capital-project budgets and manage at or below projected resources and costs.
- Comprehensive knowledge of healthcare and an understanding of how, when, and to what extent hospital departments and health care organizations relate to and communicate with each other.

- Ability to communicate with, and present to, a wide variety of CCHC and external organizations, including senior management and physicians, as well as outside vendors and consultants
