Position Type: Administration/Executive DirectorDate Posted: 10/2/2024Location: Sumter School District SUMTER SCHOOL DISTRICT Official Job Description TITLE: Executive Director of Facilities and Safety PRIMARY FUNCTION: Provide leadership and planning to ensure safe and efficient management of the system's buildings, roads and grounds. Building and Grounds is a combination of technical and business functions and as such requires excellent organizational, leadership, oral and written communication skills and serves as the Executive Director of Operations in the absence of that person. QUALIFICATIONS: Licensing/Certification:
  • Any of the following certifications are a plus - SMA, RPA, RRO, CPM
Education:
  • Bachelor's degree in education or recreation, business administration, transportation, or related field; or an AA degree with demonstrated experience in building and grounds management is required..
Experience:
  • Seven(7) - Ten(10) years combined experience in building maintenance, construction, or district/school based management, with at least five years experience in administration and/or supervisory positions.
  • Strong professional and interpersonal skills and personal characteristics necessary for working effectively with school personnel, government agencies, construction professionals, and members of the community.
  • Have knowledge of athletic operations and their requirements.
  • Such alternatives to the above qualifications as may be found appropriate and acceptable
ESSENTIAL FUNCTIONS:
  • Plans, designs, budgets, organizes, reviews, and administers a maintenance system in accordance with BCS regulations, BCS Board Policies and State Laws.
  • Develops, revises, and updates maintenance programs and coordinates activities of the maintenance crews.
  • Develops specification, statement of work (SOW) and requests for proposals (REP) and conducts bidding administration for special projects.
  • Recruits, trains, and supervises maintenance personnel and contracts labor and makes recommendation on their employment, transfer, promotion and release.
  • Plans and conducts in-service maintenance and safety training programs.
  • Handles issues related to employee performance
  • Maintains close liaison with maintenance personnel, principals, and School Board.
  • Prepares and advises on the preparation on an annual budget for the Building and Grounds and performs annual reviews to ensure the system is managing budgets in the best possible ratio of in house vs contractual services.
  • Assists Architects and contractors, monitors progress of special projects, roofing, renovations and new construction.
  • Prioritizes daily work assignments for trade professionals.
  • Administers a comprehensive roof maintenance program complete with warranty administration
  • Prepares letters, inputs purchase orders, prepares bids, price requests, approves leaves and pay requests, payroll, etc for the department.
  • Maintains safety standards in conformance with state and insurance regulations and develops a program of preventive safety.
  • Arranges and coordinates annual inspections of all buildings and property and develops capital needs budget from that evaluation.
  • Closely reviews preventative maintenance schedules and quality.
  • Manages operations of work orders, security alarms, fire alarms, telephones, security cameras, CATV, HVAC computer control, etc as necessary.
  • Prepares and submits reports as needed and attends monthly Board meetings.
  • Responds to night and weekend security alarms and emergencies.
  • Performs a variety of other duties as assigned.
Knowledge of:
  • Principles and practices of PC's and related software.
  • System of maintenance in accordance with State Department of Education regulations, BCS board policies, District, budget rules and regulations and State Laws.
  • In-service training programs for maintenance workers.
  • Safety standards, such as hazardous material handling, in conformance with state and insurance regulations.
  • State codes, such as Plumbing, Electrical, Mechanical, Fire and Building codes.
  • Basic knowledge of some working knowledge of several - civil, drainage, commercial roofing, commercial cleaning, pavement maintenance, HVAC, plumbing and electrical and inventory practices.
Ability to:
  • Communicate the mission of the division to it's personnel and customers.
  • Analyze problems and arrive at reasonable and economical solutions.
  • Screen and select desirable new staff members,
  • Operate a PC and related software.
  • Maintain effective working relationships with other people.
  • Maintain effective maintenance programs throughout the District.
  • Work closely with Capital Projects to select maintainable equipment.
Work Environment: While performing the duties of this job, the employee regularly works in indoor and outdoor conditions. REPORTS TO: Superintendent PHYSICAL DEMANDS: The employee is frequently required to use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is routinely required to climb ladders, stand and walk. The employee must regularly lift up to 10 pounds and occasionally lift and /or move up to 50 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus. TERMS OF EMPLOYMENT: 12 months SALARY GRADE: Executive Director Pay Table
