Job Posting Summary
The Executive Director of Facilities Management is responsible for the planning, organization, coordination, direction, and control of all aspects of the Facilities Services department and physical plant functions including oversight of maintenance, custodial, events support, grounds and snow removal services, and sustainability initiatives and practices. The Executive Director is also responsible for oversight and administering the capital renewal program, and aiding in design and construction activities, for the remodeling and upgrade of the College's physical facilities along with the Director of Capital Projects through the supervision of professional personnel and the utilization of outside consultants and contractors as needed.
The Executive Director develops and maintains the Facilities Master Plan, site survey, and quality assurance protocols for the routine, urgent and emergency service request functions. The Executive Director manages architectural/mechanical plans and specifications, and all construction records and documents related to the College's construction and remodeling activities in a cost effective and timely manner, and regularly updates the Vice President for Operations and Facilities.
The Executive Director of Facilities Management oversees the Facilities Services and Capital Projects departmental teams and interacts frequently with the other departments within the Operations and Facilities Division.
RESPONSIBILITIES
Administrative/Technical/Service
* Manage the departmental budget including but not limited to preparing the annual budget and expense reports. This includes preparing and monitoring the departmental budget, responsibility for individual project budgets and significant responsibility for financial control of the Facilities Master Plan initiatives
* Implements change management leadership to foster innovation, process improvement, and service excellence protocols to the Facilities Services department
* Manage the performance of staff in achievement of ongoing individual job responsibilities as well as in achieving the goals of the Facilities Services Department
* Monitor operating budget fund balances, and assigned construction project budgets and related financial activity, to ensure that allocations are accurate, expenses are within budget limits and fiscal practices are observed. Maintain communication with the VP for Operations & Facilities regarding cost tracking, so that planning and spending may be revised in a timely manner
* Prepare or order preparation of cost estimates for additional facilities initiatives as requested. Recommend scope changes to projects as necessary
* Manage the overall operations of the Facilities Services Department, including the performance of maintenance and custodial team services provided by the third party service vendor, small improvement activities and administration of service contracts
* Supervise light construction and remodeling and contracted services. Supervise in-house remodeling and renovations projects of facilities. Manage external contractors and service vendors
* Develop long and short-term system improvement and modernization plans as needed to ensure responsible use of resources. Compile data from a wide range of sources (e.g., construction costs, maintenance, repair projects) to analyze issues and ensure compliance with internal and external policies
* Implement sustainable practices, and develop opportunities to enhance climate, cultural, community, and curricular components to an overall collaborative sustainability strategy for the campus
* Oversee and develop efficient strategies regarding the efficient function, distribution, and consumption of utilities at all campuses
* Ensure proper preventive and pro-active maintenance programs of facilities components and systems including HVAC, electrical and life safety, plumbing, lighting, building shells, interior finishes, cleanliness, sanitation, appearance of buildings and grounds, snow removal, and emergency situations
* Ensure that the department functions and prioritizes work in accordance with the institutional mission and goals. Ensure leadership and full department serve as a model for service excellence
* Ensure the proper functioning Service Response Center to act as a central point for input and updates to the college community
* Develop recurring capital minor and major project and equipment replacement lists and provide recommendations to the administration
* Assist the Executive Director for Campus Safety and Emergency Management in the maintenance of adequate fire, safety, security, insurance, health, and other related campus programs
* Perform other duties/projects as assigned
Organizational/Managerial
* Effectively leads the department in establishing direction and areas of focus, through developed objectives that support the Department and the College's Mission
* Develops and executes departmental strategic and operational short- and long-term plans
* Continually reviews metrics and analytics to ensure the value-added performance attributes for all related services
Educational/Professional Development
* Identifies learning strengths and needs of the Facilities Services team, and provides for staff development
* Stays abreast on current standards and evolving trends in Facilities Management
* Initiates membership and collaborative partnerships with Higher Education facilities management groups
Communication/Relationships
* Establish a positive, supportive, proactive approach to the full Facilities Services team, where they are integrated into the full role of supporting the Mercy College mission
* Demonstrates a professional, courteous, and collaborative manner in dealing with clients, staff and other members of the Mercy College community
* Establishes positive relationships with area municipal organizations for support on operational permit and capital permit activities.
Policies and Procedures Compliance
* Develop service protocols and quality assurance standards
* Ensure compliance with policies and procedures of the College
* Ensures that the facilities staff understand goals and complete all required training
Qualifications
EDUCATION REQUIRED
* A Master's Degree in a related field is preferred
* A Bachelor's Degree in a related field and 10 years of direct facilities management leadership experience is required
* The preferred candidate will have experience in managing Higher Education facilities services teams and physical plant operations, and will be knowledgeable in systems engineering, building trades practices, capital renewal programs, building codes, regulatory standards, and sustainability practices
EXPERIENCES AND/OR SKILLS REQUIRED
* Demonstrated leadership, interpersonal, written and oral communication, problem-solving, organizational, and presentation skills
* Demonstrated evidence of detail-orientation, customer service orientation, ability to work independently, and great levels of responsibility required
* Minimum five years of experience managing a large service-oriented team within a large private or nonprofit service organization
* 10 years of facilities systems oversight/or renovation of systems construction experience
* Computer proficiency in office and finance software, project design, and code standards, and the understanding of establishing and monitoring performance metrics and analytics
* Valid driver's license and ability to travel routinely is required
* Ability to travel between locations and be available after hours for emergencies is required

The Mercy University Retirement Plan is comprised of two components:
Deferred Compensation Plan
All eligible employees may contribute to the Deferred Compensation Plan on a pre-tax basis upon joining the University.
Defined Contribution Plan
Eligible employees are enrolled in the Defined Contribution Plan after two (2) years of full-time employment at Mercy University and receive a semi-monthly contribution from the College, based on age and salary. If an employee is under age 36, they will receive a contribution of 3.3% of their annual salary each pay period. If an employee is age 36 or older, they will receive a contribution of 9% of their annual salary each pay period.
If employed full-time for two (2) or more consecutive years by another institution(s) of higher education (college or university), without an intervening break in service within the last twelve (12) months prior to employment before joining Mercy, please submit a waiting period waiver form to Office of Human Resources.
