Non Instructional/Support Services Job Number 460####### Start Date Open Date 09/25/2024 Closing Date General Definition of WorkThe executive director of federal programs, under minimal supervision, performs senior-level work with extensive decision-making discretion planning, implementing, and evaluating programs that utilize federal funds contained in the North Carolina federal consolidated application for NC Comprehensive Continuous Improvement plan (NCCCIP), such as Title I, Title II, and Title IV. Employee oversees work to ensure that initiatives and expenditures are in alignment with district program and fiscal priorities; and are in compliance with the federal requirements. Employee performs advanced and supervisory work to carry out Board of Education policies and procedures related to assigned federal programs.   • Adhere to all state, federal, and local laws, policies, and procedures
  • Lead, manage, supervise, and evaluate assigned programs/staff in the district
  • Collaborate in the development of strategic plans to meet the objectives set forth by the Superintendent and the Board of Education
  • Prepare and submit all federal applications and reports related to each program
  • Develop, implement, and monitor procedures to insure timely submission of applications, amendments, reports, census data and evaluations
  • Coordinate with fund owners ensure expenditures are in alignment with the district's Strategic Plan and other local and state-funded initiatives
  • Consult principals and district administrators in the implementation and evaluation
  • Monitor non-public (private) school participation for all eligible federal programs
  • Remain current on laws and requirements regarding each program; interpret and implement regulations
  • Serve as a liaison with the NC Department of Public Instruction in the area of federal programs and monitoring as it relates to the school improvement process
  • Coordinate the monitoring of federal programs by the North Carolina Department of Public Instruction and United States Department of Education
  • Organize and conduct school site desk-reviews
  • Lead administrators in budgeting and managing federal funds
  • Attend appropriate state and national meetings related to assigned federal programs
  • Represent the district on the Committee of Practitioners and at state meetings related to federal programs
  • Assist in the planning, implementation, and evaluation of activities related to school improvement plans throughout the district
  • Monitor and participate in the development and administration of the department budget
  • Create an inclusive environment with positive communication/public relations
  • Perform related work as assigned or required
Knowledge, Skills, Abilities
  • Comprehensive knowledge of principles, practices, and procedures of public schools
  • Comprehensive knowledge of school board and administrator objectives, procedures, and organization
  • Thorough knowledge of federal, state, and local policies/regulations regarding federal programming and Every Student Succeeds Act (ESSA) Title Programs
  • Thorough knowledge of county and school board policies, procedures, and standards
  • Knowledge of and experience with federal grant administration policies and procedures
  • Ability to maintain professional and emotional control under stress
  • Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
  • Ability to learn and use specialized tools, equipment or software related to business needs
  • Ability to develop and monitor a budget

Education and Experience
  • Bachelor's degree in curriculum & supervision, educational leadership, or related field required
  • Master's degree in in school administration or related area preferred
  • Valid North Carolina School Admin license preferred
  • Minimum of five (5) years of experience managing large grants required
  • Equivalent combination of education and experience
Special Requirements
  • Possess and maintain a valid driver's license or ability to provide own transportation
  • Travel to school district buildings and professional meetings
