Reports to: Superintendent
Position Summary: Direct and manage the business affairs of the District to provide the best possible education with the financial resources available. General purpose: Strategic planning; budgeting; reporting; preparing tax levy; problem resolution
Role qualifications: - Must hold a current Illinois Professional Educator License (PEL) with a Chief School Business Official Endorsement
- Master's degree in school business management or related field
- Must coordinate with district administration to meet district objectives
- Must address financial issues to ensure effective and long-term resource management
- Must have three or more years of experience in a similar role
Position Responsibilities: - Budget development, long-term financial planning, handling of all funds, accounting and reporting procedures.
- Provides statements for the Board of Education showing the status of each appropriation item and other reports as needed to show the financial condition of the District.
- Manages the District's real estate and insurance program.
- Develops and oversees methods of handling money within the schools, including cafeteria services, library fees, athletics & activities, bookstores, etc.
- Develops the purchasing policies of the District and ensures that all supplies and equipment are purchased in accordance with the prescribed policies.
- Assists in recruiting, screening, hiring, assigning, supervising and evaluating personnel for positions in clerical, food service, business office and transportation positions.
- Establishes a system of inventory for all school property, and maintains the inventory for all of the district's insurable property.
- Manages all electronic transmission of reports and claims related to financial obligations of the District.
- Assists in the development of long-range facility planning.
- Acts as treasurer and supervises all student activity funds.
- Oversees the payroll program.
- Supervises the activities of the Facilities and Food Services departments.
- Submits to the Board all invoices certified for payment.
- Develops and maintains specifications for the transportation program of the District and supervises transportation services as established.
- Coordinates preparation of specifications and bid documents related to renovation, remodeling and new construction.
- Prepares and administers the maintenance budget, operation of plant and other program budget.
- Monitors financial disposition of all district grants.
- Develops and oversees the audit process for all district accounts.
- Reviews all district contracts for services and purchases.
- Ensures compliance with local, state, and federal laws and regulations.
- Develops and interprets district policies and procedures.
- Participates in negotiations and manages collective bargaining agreements for certified and non-certified staff.
- Attends regular Board of Education meetings and Board of Education Committee meetings.
- Performs other duties as required or assigned by the Superintendent.
