The Executive Director of Human Resources (EDHR) is responsible for effectively managing and planning the College's human resources initiatives and programs including creating and implementing the strategic vision for Human Resources and Affirmative Action. The strategic vision will emphasize maximizing efficiencies, quality, and operational effectiveness, as well as excellence in providing service to campus community members and applicants for positions while leading the daily operational management of the department.

The EDHR further maintains responsibility for personnel issues: interpretation of, and compliance with rules and regulations and collective bargaining agreements; recruitment; benefits and compensation administration; training and professional development; and supervision of HR staff. The EDHR works closely with academic and administrative leaders to support their efforts and align Human Resources practices and procedures with those efforts.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES:

* Recommends and implements plans, programs, policies, and procedures and provides leadership in all areas of responsibility.

* Oversees the recruitment and hiring process and submits, with recommendation, all appropriate personnel actions for final approval.

* Develops and implements a strategic plan for the Equal Opportunity area. Serves as the campus Affirmative Action Officer.

* Responsible for the administration of the HR/CMS (state payroll system).

* Oversees regulatory compliance with applicable laws, rules, regulations and statutes, including Titles VI and VII of the CRA, Title IX of the HEA, Chapter 151 of the MGL, the ADA, Section 504 of the RA, FLSA, FMLA, OBRA, COBRA, and the rules and regulations of the Commonwealth's Human Resource Division and other local, state and federal regulatory and/or mediation agencies.

* Review, decision making, and oversight of administration of FMLA leaves.

* Oversees the generation of internally and externally requested or mandated reports in the Human Resource and Equal Opportunity area, and develops, manages, and oversees the maintenance of all Human resource and Equal Opportunity Information Systems.

* Oversees the implementation of evaluation systems for all non-faculty personnel.

* Oversees the implementation of the AFSCME, MSCA, and APA contracts, and grievance functions of the contracts. Provides direction to academic and administrative personnel on collective bargaining matters. Administers grievance hearings and decisions at level II of AFSCME process.

* Oversees administration of the student employment process.

* Oversees and manages the Discrimination Complaint Procedures of the university and may represent the university in proceedings on complaints or charges brought against the university with the MCAD, the EEOC, the OCR, and other state and federal regulatory and/or mediation agencies.

* Oversees work related to sponsoring employees for temporary VISA's and permanent residency, including work with the immigration attorney and often with the Provost/Academic Affairs Administration.

* Develops, coordinates, and oversees as appropriate, all Equal Opportunity and Employee Relations Programs, including but not limited to Affirmative Action, Employee Communications, Employee Recognition Programs, Health and Recreation Programs, employee referral services, and the Employee Assistance Program (EAP). Oversees the advising of employees on appropriate personnel matters, fringe benefits, leaves, and retirements.

* Serves as the College's Statement of Financial Interests Liaison to the State Ethics Commission.

* Oversees the administration of all fringe benefit programs including health and dental insurance, life insurance, long term disability insurance, Dependent Care Program, retirement programs, and Tuition Remission Program.

* Oversees the administration of the Worker's Compensation and the Unemployment Insurance Programs and may represent the College at conciliations, conferences, and hearings.

* Develops and, as resources permit, implements all Workforce Development Programs including orientation, training, equal opportunity and non-discrimination, upward mobility, professional development, and career counseling.

* Creates, implements, and coordinates professional development programs for faculty and staff.

* Represents MCLA in the external community.

* Serve on state-wide committees and work groups as needed.

* Serves as internal consultant for supervisors in dealing with employee performance and disciplinary issues.

* Meets with executive officers on a regular basis to ensure resolution of human resource issues in their respective divisions of the university.

* Oversees the maintenance of employee data in a manner that complies with current collective bargaining agreements and applicable laws.

* Serves on committees as assigned by the President or Vice President.

* Demonstrates sensitivity to students, faculty, and staff of varying racial, ethnic, religious, gender, cultural, disability, sexual orientation, socioeconomic backgrounds, and learning styles and serves as a role model and mentor for students and employees as appropriate.

* Serves as a Deputy Title IX Coordinator and an Administrative Reviewer.

* Performs other duties as assigned by the Vice President.

Requirements:

* Bachelor's Degree required with a J.D. or Master's preferred in fields related to Human Resource Management, Labor Relations or similar field.

* A minimum of 10 years of progressively responsible experience in Human Resources administration

* Strong interpersonal, oral, and written communication skills.

* Demonstrated knowledge of human resource principles, practices, and culture of higher education. Experience as a higher education administrator preferred.

* Knowledge of HR payroll and information systems (the Commonwealth uses HR/CMS).

* Working knowledge of MS Office Suite.

* Familiarity with automated tracking systems (the College uses Interview Exchange)

* Experience as a human resources administrator in a collective bargaining environment. Experience with public employee unions preferred.

Additional Information:

This is a full-time, benefits-eligible, Non-Unit Professional position. The salary range for this position is $135,000-$155,000 annually. This position may be eligible for up to two days remote work.
