ABOUT THE POSITION
As Executive Officer and Director of Administration and Operations, the incumbent provides executive advisory service to the ASFR in the executive direction of a staff responsible for resource planning, automated management information systems, financial management, and administrative management activities. Participates with the ASFR and other ASFR management officials in the formulation of the basic policies and operational philosophy, which guide the Agency to effectively integrate and implement its responsibilities in these functional areas. Translates and/or interprets the ASFR's broad policy and operational concepts in making program decisions relative to these areas. Works to improve the quality, timeliness, and delivery of support services to the organization.
Provides management information, advice, and assistance to the ASFR on a wide variety of management and administrative projects, issues, and initiatives. Analyzes information and data and assesses progress of administrative programs, projects, tasking, and issues. Organizes, manages, and presents information to include recommendations both formally and informally via oral and written means.
Provides direction, assistance, and support for all operations and activities of the Office of the ASFR. Relieves the ASFR of detailed planning relating to administrative projects that are varied and complex. Coordinates a wide variety of administrative projects that involve broad analysis and requiring extensive coordination with the Division Deputy Assistant Secretaries. Coordinates advice to the ASFR on the effectiveness of existing management planning and information systems and on the feasibility and design of new ones to provide the ASFR with the information needed to make major policy and management decisions affecting the size, scope, and direction of ASFR programs. At the request of the ASFR, develops organizational studies and recommends ways to make ASFR's organization more efficient and effective.
Advises the ASFR, and other senior leaders on decisions with major operational implications and makes recommendations to the ASFR regarding office administrative policies, procedures, and programs. The Executive Officer/Director consults regularly with ASFR's leadership team to gain input and feedback as policies are developed, implemented, and evaluated, and acts on that feedback. The Executive Officer/Director's judgment provides significant input into ASFR's administrative and operational functions.

Qualifications
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.
All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period:
An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.
