Org. Setting and Reporting This position is located in the Office of Internal Oversight Services (OIOS) in New York. The Office of Internal Oversight Services (OIOS) is the internal oversight body of the United Nations (UN) and assists the Secretary-General in fulfilling his oversight responsibilities in respect of the resources and staff of the Organization through the provision of audit, investigation, inspection and evaluation services. OIOS staff serve at UN Headquarters in New York, global peacekeeping and special political missions as well as at UN Offices in Geneva, Vienna and Nairobi. The Executive Officer heads the OIOS Executive Office and is accountable to the Under-Secretary-General for Internal Oversight Services. The Executive Office assists the Under-Secretary-General for Internal Oversight Services in carrying out delegated financial and human resources management and general administrative responsibilities. Responsibilities Within delegated authority, the Executive Officer will be responsible for the following duties: Policy and Planning •Assists the Under Secretary-General and senior management of OIOS in the development and implementation of the administrative and financial framework of the Office. •Advises senior management on budgeting, financial, human resources and general administration and management information issues and practices. •Produces major/complex reports for management including through the maintenance of systems for the collection and analysis of data to inform timely reporting on matters within the Executive Office's responsibility. •Provides advice and support for the senior management in such areas as special reviews of operational objectives and related administrative policies/procedures, etc. •Participates, on behalf of the Office, in task forces of the Secretariat on human resources and administrative matters, including the implementation and updates of information management systems. •Participates in senior management meetings to provide advice on administrative, financial and human resources matters. •Assists in the implementation of Organizational change management initiatives and process improvement plans for the Office. Human Resource Management •Leads in coordinating the full range of staff and human resource administration-related issues for the Office, including overseeing development and maintenance of staffing table records; interpretation and application of staff rules relating to human resource issues; preparation of staffing and other ad hoc status reports on those issues. •Identifies potential management reviews of high sensitivity and complexity. Defines problems to be addressed in management advice and evaluation reviews (MAE); directs the work of review teams through all stages. •Serves as Conduct and Discipline focal point for the Office and provices advice on the Administration of Justice System. •Ensures all operational actions are in compliance with Umoja and Inspira operational procedures for recruitment, transfer, placement and separation of staff. •Provides expert advice on staff/management relations issues. •Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. Budget and Finance •Coordinates the preparation and review of the annual programme and support account budget proposals for the Office. •Assists in representing the Office in presentations to the legislative bodies in respect of these proposals and performance reports, particularly ACABQ and the Fifth Committee. •Monitors expenditures to ensure that they remain within authorised levels. Exercises control over budgetary expenditures from these resources and advises senior management regarding the allocation/availability of budget resources. •Develops and maintains a set of sound policies, procedures, standards and tools that are consistent with UN policy and practice in order to ensure proper accounting, financial management and control. •Formulates strategic direction and evaluates strategic options, particularly in terms of resource implications. Assumes the lead role in monitoring and supporting the execution of these strategies to achieve maximum impact. •Prepares internal financial reports and responses to Internal and External Audit observations in compliance with the Financial Rules and Regulations. General Administration •Plans, organises and implements support services for the Office. •Oversees, guides and monitors the work of the Executive Office Human Resources team regarding recruitment and outreach, position management and workforce planning, staff benefits and entitlement administration, performance management and conflict resolution in line with the relevant polices. •Oversees, guides and monitors the work of the Executive Office Finance and Budget team, in line with the relevant budgets, performance reports, incumbency reports, cost plans and travel. •Leads team members efforts to collect and analyse data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. Work implies frequent interaction with the following: Staff within Executive Office and across OIOS. Executive Officers in other Departments; and Staff in the Department of Management Strategy, Policy, and Compliance, and Department of Operations Support. Results Expected: Provides overall planning, development, management and delivery of all administrative support, human resource, planning, work programming, budget (regular and extra-budgetary resources) and financial management issues, required by the department to fulfil its mandate in an efficient and cost-effective manner, ensuring the department adheres to the established UN regulations, rules policies and procedures in these areas. Education Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Work Experience A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources management, or related field is required.At least five years of experience in the area of administration at the international level with the United Nations Organization, or other comparable international organizations is desirable.At least three years of managerial experience in human resources, finance, and administrative policies and practices in the United Nations Organization or other comparable international organizations is required.Experience in advising and providing recommendations to senior officials on complex financial and administrative matters is required.Experience in preparing and defending budget proposals to intergovernmental bodies is desirable.Experience in implementing change management or improvement initiatives and taking the lead in supporting and propagating the change or initiatives in an administrative setting is desirable.Experience in data analytics or related area is desirable. Languages Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable.
