Job Title: Exploitation Subject Matter Expert Requisition Number: EXP SME 001 Location: Indian Head, MD Worksite: EXU-1 Travel: 25% Status: Full-time Clearance: DoD TOP SECRET w/SCI Eligibility Date Posted: July 23, 2024 Summary: R3 is seeking an individual to provide support to the Expeditionary Exploitation Unit ONE (EXU-1). The Exploitation Subject Matter Expert (SME) will support the EXU-1 N3 (Operations Department) and N7 (Readiness and Training Department) across the DOTMLPF-P spectrum and in support of operations and training. This position is multi-faceted and complex requiring coordination and integration with both strategic and tactical skill sets. The Exploitation SME must have in depth knowledge of EXU-1 and exploitation processes and will provide services and capabilities that support operational forces from both inside and outside the continental United States (CONUS/OCONUS). The SME will work with/by/and through N3 and N7 Department leadership to implement strategies to meet training requirements, analyze risks, and deploy solutions with respect to matters of significance within the areas identified below. Responsibilities:
- Support N7 throughout the planning, coordination, and execution of training for TXP, Advanced Exploitation Company (AXC) and command personnel to meet requirements outlined in the Optimized Fleet Response Plan.
- Support the conduct of experimentation and technical investigation to determine the overall function of conventional and improvised ordnance/weapons through disassembly, exploitation and range testing.
- Perform duties as staff liaison and subject matter expert on exploitation operations and training related matters. Coordinate with US and Partner/Host nation forces for the recovery, exploitation, and analysis of conventional and improvised ordnance and weapons systems.
- Provide analytical support to the development and revision of Joint, Navy, Interagency, North Atlantic Treaty Organization (NATO), and Partner Nation doctrine and documents (Concept of Operations (CONOPS), Operational Tasks (OPTASKs), Operational Orders (OPORDs), Exercise Orders (EXORDs), Operational Plans (OPLANS), Concept Plan (CONPLANs), etc.) related to exploitation, and EXU-1 mission sets or areas of interest.
- Support the integration, coordination, and synchronization of EXU-1 with the Navy and Joint Service (JS) Explosive Ordnance Disposal (EOD) community, DoD organizations, the Interagency and Intelligence Community, and foreign partners.
- Develop/revise doctrine, policy, standard operating procedures (SOP) and documents related to EXU-1 areas of interest.
- Provide research, analysis, and recommendations on current / future operations and capabilities across the doctrine, organization, training, materiel, leadership, personnel, facilities and policy (DOTMLPF-P) spectrum.
- Develop/revise/maintain up to date exploitation grade sheets by which TXP and AXC performance is evaluated.
- Conduct assessments of TXP, AXC and individual Exploitation Specialists during each Final Evaluation Problem (FEP) and Maritime Post Blast (MPB) courses, and make certification recommendations
- Support the identification of material and non-material capability gaps and develop solutions.
- Conduct assessments and make material recommendations related to: Table of Allowance development; research, development, test, evaluation, procurement, management, and maintenance.
- Lead and facilitate department planning meetings, gather and publish minutes.
- Assist with planning and managing short and long-range exercise, operations and training schedules.
- Support execution of operations, exercises, training, and maintenance.
- Support Global Force Management (GFM) staffing processes including but not limited to FTN sourcing validation, Joint Staff / OPNAV requests for information, and readiness reporting via the Defense Readiness Reporting System (DRRS).
- Support N3/N7 department with liaising and coordinating with RESFOR counterparts.
- Perform other duties as assigned and/or specified in the contract Performance Work Statement (PWS)
- Operate small boats upon designation as a coxswain
- Operate government vehicles as required
- Perform duties effectively with minimal supervision.
Qualifications:
- Graduate of Naval School Explosive Ordnance Disposal (NAVSCOLEOD), and Master EOD Technician desired.
- Preferred ten (10) years EOD experience.
- Must have EXU-1 exploitation experience.
- Must be willing to work in all environments: office, field, and remote and austere environments including combat zones.
- Proficient in Microsoft Office Suite.
- Possess strong presentation and facilitation skills, and excellent organization and attention to detail required.
- Ability to travel CONUS/OCONUS.
- Must be able to lift 50 pounds to waist level and move material up to 5 feet.
- Must have experience working with Intel Community.
- Familiar with DoD Foreign Material Program.
- Experience with planning and execution of operations and exercises.
- Bachelor's or Associates degree desired.
- Background/experience with Weapons Technical Intelligence and Technical and Forensic Exploitation.
