Title:Export Controls SpecialistDepartment:Office of Research & DevelopmentReports To:Executive Director, Sponsored ResearchPosition Type:StaffPosition Summary:The export controlsspecialist will provide experience and subject matter expertise in the areas ofexport controls and support other research compliance initiatives as requestedby Office of Research leadership (e.g., research-related COIs).The incumbent will Independently review andprovide guidance on contracts for export control and research securitycompliance.They will also assist andtrain researchers and staff to ensure compliance with federal export controlregulations and sponsoring agency policies and procedures related to exportcontrols and research security.Dutieswill include contract review; improving processes; maintaining confidentialreports; and developing and maintaining training materials.Essential Functions: - Official point of contactwith researchers and staff and export control regulatory agencies.- Contract review, includingadvising researchers and administrative units on contractual terms andstatements of work relating to export controls or controls ontechnology. - Export control review andguidance, including providing guidance to faculty, staff, and studentsto ensure compliance with applicable laws related to sanctioned and armsembargoed countries, and export control regulations generally.- Collaborate with appropriateIST teams to identify, develop, and drive improvement projects with ITsecurity requirements.- Draft and submit licenseapplications to U.S. Department of Treasury, Department of Commerce, or Departmentof State regarding physical or deemed exports. - Collaborate with faculty,staff, and students to develop and enact comprehensive TechnologyControl Plans (TCP) to protect controlled and sensitive technologiesfrom unauthorized access.- Monitor and audit TCPs fromproposal to close-out stage.- Manage processes forperforming necessary due diligence on external parties and to ensurecompliance for employee and student travel.- Develop and delivereducational programs to faculty and administrative units of theuniversity to raise awareness and compliance with export controls.- Collaborate with the Officeof Global Initiatives to certify, as part of the visa applicationprocess, that incoming foreign nationals will not be exposed tocontrolled technologies without an export license.Prerequisite Qualifications: - Bachelor's degree in relevantfield.- Five years of relevant exportcontrol experience, equivalent combinations of education and experiencewill be considered.- Demonstrated projectmanagement skills.- Proficient written and verbalcommunication skills.- Effective interpersonalskills.- Possesses flexibility to workin a fast paced, dynamic environment.- Demonstrates a high level ofaccuracy, even under pressure.- Ability to understand,interpret, and apply complex federal and state regulations pertaining toexport control and embargoed countries.- Thorough understanding of USexport control requirements, policies, and federal regulations.- Knowledge of federal andinstitutional regulations on export controls including, but not limitedto, International Traffic in Arms Regulations (ITAR) under thejurisdiction of the Department of State, the Export AdministrationRegulations (EAR) under the jurisdiction of the Department of Commerce,and Office of Foreign Asset Controls (OFAC), Department of Treasury.- At the university's discretion, the education andexperience prerequisites may be exempted where the candidate candemonstrate to the satisfaction of the university, an equivalentcombination of education and experience specifically preparing thecandidate for success in the position.Preferred Qualifications: - Bachelor's degree related to science or engineering.- Master's, PhD, or JD asappropriate.- Experience in researchcompliance, research administration, and/or higher education.Bargaining Unit:PSARange/Band:25FLSA:ExemptFull-Time
