JOB SUMMARY: Reporting to the Director of Children and Family Operations, the Facilitator conducts required research as needed, is responsible for supervising staff in both the Facilitator and Self Help offices, and performing related work as required.Incumbents in this classification must be an attorney who is an active member of the State Bar of California and possess a minimum of five (5) years' experience in the practice of law, which must include substantial family law practice and basic understanding of laws and psychological issues as it relates to domestic violence. Additionally, the incumbent must possess thorough knowledge of legal principles, precedents and their application; the use of legal reference works including case and statutory law; and the use of legal terms and procedures.The Facilitator is also expected to appropriately apply their independent judgment; possess the ability to calmly and efficiently address complex situations and suggest and implement solutions; evaluate, promote, assign, reward or discipline staff accordingly. The Facilitator will work onsite to answer in-person questions and provide assistance to the public. Typical Tasks ESSENTIAL FUNCTIONS - TYPICAL TASKS: Essential functions are the fundamental job duties regularly performed by an incumbent in this classification. This list is neither inclusive nor exclusive, but indicative of several types of duties performed.All tasks are performed in accordance with California State Law, Rules of Court, and established statutes, rules, and procedures, as required pursuant to Family Code 10000-10012.
  • Conduct self-directed independent research to keep the Self Help office up-to-date on any changes in the law or procedures; conduct research as needed to assist customers and when requested by judges;
  • Perform supervisory duties;
  • Serve as the legal resource for the Family Law Examiners;
  • Provide assistance in the Self Help office;
  • Assist with developing and implementing policies and procedures for the departments, including the FLIC project;
  • Provide all reports and statistics requested by the Judicial Council of the Courts;
  • Assist with the development and oversight of the budget including making modifications when needed;
  • Organize and conduct community outreach programs to raise awareness of available services for the residents in Fresno county;
  • Participate in a variety of committees as an interagency liaison;
  • Ensure all Family Law/Support Self Help packets are updated accordingly;
  • Monitor current resource needs and assist in projecting future needs including staffing, services and supplies for budget preparation; arrange for overtime and staffing assistance as needed;
  • Provide general supervision over the activities of the Family Law Examiners and Office Assistants;
  • Manage and oversee the FLIC program including the operational scope of contractors; grant reporting compliance; and time keeping compliance;
  • Maintain regular and predictable attendance;
  • Perform other duties as assigned.
Minimum Qualifications MINIMUM QUALIFICATIONS: Education: Possession of a Law Degree from an accredited law school.ANDLicense: Membership in the State Bar of California is required. Experience: Five (5) years of experience in the practice of law, which shall include substantial family law practice including litigation and/or mediation. Desired: Experience working with low-income, semiliterate, self-represented, or non-English speaking litigants is desirable. License: Possession of valid Class C California Driver's License or the ability to travel between Court locations as assigned. This class specification should not be interpreted as all inclusive.   • Child support establishment and enforcement process; child support law and the operation of the uniform state child support guidelines;
  • Effective supervisory techniques that promote a positive work environment and team work;
  • Principles of office organization, practices, and procedures including recordkeeping;
  • Office equipment, automated case management systems, and software applications.

WORKING CONDITIONS: The incumbent will primarily work in a climate-controlled office setting under artificial lighting. Incumbent may also be required to travel and occasionally may be exposed to a variety of altering weather conditions (extreme cold or hot weather). Physical Demands:
  • Strength, dexterity, coordination, and vision to use a keyboard, computer monitor, and other office equipment on a daily basis and for extended periods of time;
  • Fine finger manipulation, dexterity, and coordination to handle files and single pieces of paper;
  • Forceful and repetitive gripping, grasping, and pinching;
  • Occasional lifting and carrying of objects weighing up to 10 lbs. such as files, stacks of paper, and other materials;
  • Frequent reaching for items on shelves, above, at, and below desk/shoulder level;
  • Exerts up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move, torque, twist, push, and pull objects;
  • Frequently sit for extended periods; frequently stand for extended periods; and frequently walk, move, bend, stoop, lift, and stretch;
  • Able to traverse inside and outside over uneven ground and pavement;
  • Employees are regularly required to verbally communicate both in person and by telephone;
  • Corrected hearing and vision to normal range.
