Operates and maintains major and ancillary interior and exterior facilities in six County buildings, including but not limited to: heating, cooling, air ventilation, boiler maintenance, plumbing, light electrical, lighting, carpentry, and mechanical systems. Completes preventative and corrective work orders, orders necessary supplies and equipment for day-to-day operations and may contact service contractors for work or requests for proposals. Position will also be responsible to maintain appropriate inventories, opening of certain buildings each morning prior to employee arrival and pays special attention to note and correct public and employee safety hazards. Will be responsible for carrying an emergency or after hours call out phone at certain times. This position reports to the Chief Operations Officer through the Facilities Manager and does not supervise other County personnel. Maintains major facilities systems in County buildings. Diagnoses and repairs mechanical and operational problems as required. Responsible for repairs and maintenance on the County's boilers. Position must maintain a LP Boiler's License in the State of Montana. Must be familiar with modifying and interacting with different heating and cooling control system interfaces. Will be required to operate, maintain, and keep logs on emergency generators. Safely maintain, repair and log the County's hot water heaters. Performs repairs to different types of locking/latching mechanical systems. Is required to perform maintenance duties in the County's Detention Center. Will maintain strict confidentiality regarding facilities, tools, projects and procedures and follow proper procedures for the use and return of tools, supplies and equipment from project sites to ensure safety and security of the Detention Center. Maintains ancillary facilities in county buildings as requested. Performs lighting repairs and replacements of ballasts, lamps and fixtures. Repairs and replaces plumbing, including toilets, faucets and flush valves. May repair furniture and property damage (e.g., flooring, drywall, windows, etc.); and monitors and maintains other plumbing, electrical, security alarm panels, fire protection systems as necessary. Responsible for receiving and properly storing deliveries as requested. May also assist in the moving of furniture or equipment as requested.Performs preventative maintenance of tasks as scheduled in a timely manner.Monitors and troubleshoots facilities systems, routinely inspects tools and equipment, and coordinates preventative maintenance activities (e.g., performance testing, cleaning/oiling, sharpening, etc.) to ensure the equipment and tools are operating efficiently and safely.Maintains, updates and catalogues MSDS, manufacturer manuals and new or altered drawings. Research ideas to achieve cost savings through energy conservation, alternative work methods, safety and any other measurable recommendations. Teamwork and supporting County-wide objectives are required. May be required to prioritize work orders based on the nature and urgency of specific problems, available resources, and anticipated timelines. Ensures immediate attention to critical buildings or operations, all other locations may have different urgency expectations for each type of problem, such as: central heat, lighting, door locks and real emergencies (e.g. flood/water damage, fire hazards, etc.). Determines the need for and scope of contract services to ensure quality, timely and cost-effective maintenance services. Relays requests for necessary tools and replacement equipment to the Facilities Manager. Unless alternate limits have been approved in writing, any purchase over $100 per item that is a non-emergency, must be pre-approved by the Facilities Manager or their manager.Maintains proper levels of replacement items, such as: belts, filters, valves, motors, janitorial supplies, or any other items identified as inventoried. Maintains operational effectiveness by sharpening, fueling, calibrating, etc. various systems and tools.Oversees the work of janitorial, landscaping and snow removal crews to ensure the quality and efficiency of work. Identifies performance problems, safety hazards, and quality deficiencies and refers to Facilities Manager as warranted. Other Duties as Assigned Performs a variety of other duties as assigned by Chief Operations Officer or Facilities Manager. This includes participating in special projects, occasionally filling in for other employees, participating in ongoing training, and a variety of other functions as needed. If the County Commission proclaims a local emergency due to an actual or threatened disaster such as an earthquake, fire, riot, flood, etc., County employees may be required to provide services during the emergency and for a subsequent period of assessment and recovery. QUALIFICATIONSThis position requires an understanding of commercial building operations, energy efficiency, and ADA requirements, as well as knowledge of low-pressure boilers (and the ability to obtain a State of Montana LP Boiler Operators License),and related safety and control devices, as well as a general knowledge of electrical circuits and safety, plumbing systems, light carpentry, door hardware and locking mechanisms, troubleshooting mechanical/electrical problems and general construction requirements. The position also requires experience in the safe and effective operation of power and hand tools, proper ladder safety, safe operations of lifts, and appropriate understanding and use of personal protective & safety equipment. Must be familiar with Microsoft computer programs and the use of email applications such as Outlook. This position must have the ability to communicate effectively both verbally and in writing; establish and maintain cooperative relationships with those contacted in the course of work and the ability to work as a team member. EDUCATION & EXPERIENCEThe required knowledge, skills and abilities are typically acquired through a combination of education and experience equivalent to completion of a technical program or apprenticeship plus two (2) years of related work experience in one or more facilities systems (e.g., plumbing, security, electrical, carpentry, etc.). The incumbent must earn specialized certification and licensing in low-pressure boiler engineering within 2 years of hire.
