The Washington State School for the Blind (WSSB) is currently seeking a Facilities Manager! This unique and exciting opportunity is the result of an upcoming staff member retirement.
About the position
This position provides working supervision and team leadership for the Buildings and Grounds Department of the WSSB. The Facilities Manager communicates with diverse agency staff to provide facilities support for our educational mission. This position reports directly to the Superintendent and serves as a member of the Administration Council with an emphasis on safety and risk management. This position is responsible for departmental budgets and regulatory compliance. This position is located on-campus (therefore, not eligible for telework) and works Monday - Friday at our Vancouver, WA location.
Duties
Duties include but are not limited to...
* Provides respectful communication and quality service campus-wide and is accountable for buildings, grounds, custodial, and food service operations.
* Provides staff supervision (including represented employees), consistent evaluation and regular feedback. Assigns, coordinates, and monitors tasks and relevant training to staff members. (Five direct reports.) Conducts regular performance evaluations to guide the development of employees.
* Responsible for responding in a timely manner to staff, student, and departmental inquiries and requests.
* Responsible for maintaining operation of facilities, such as heating system, water, distribution, swimming pool, power and lights, gas, steam, refrigeration, laundry, and sanitation in order to provide safe and effective spaces for the education of blind and low vision students.
* Inspects buildings and grounds to determine required maintenance and coordinates preventative maintenance.
* Responsible for regulatory compliance in coordinating inspections, tests, and reporting for fire alarm systems, fire sprinklers systems, fire extinguishers, kitchen hoods, elevators, boiler performance, backflow devices, grease traps, pressure vessels, climbing wall, fitness equipment, and swimming pool.
* Assures accurate maintenance records, blueprints, and O&M manuals are kept up to date.
* Responsible for department budgets and purchases in accordance with state procurement rules.
* A key member of the WSSB emergency response, team, the risk management team, safety committee, COOP, and assists in incident response, and recovery as needed.
* Serves as Agency Transportation Officer, monitoring fleet vehicle and charging infrastructure maintenance, and assuring regulatory compliance.
* Evaluates and prioritizes capital projects via Ten-Year Capital Plan. Develops scope and cost estimates for proposed capital projects. Assists to submit capital project requests to state legislature.
* Monitors the scope and contracts of capital projects and contracted maintenance, repair, or alterations of facilities to assure agency interests are promoted.
Other duties as assigned.
* Acts as Agency Transportation Officer to oversee fleet vehicles, charging infrastructure, and regulatory compliance.
* Evaluates and prioritizes capital projects via Ten-Year Capital Plan. Develop scope and cost estimates of capital project requests. Assist in submitting capital project requests to state legislature.
Qualifications
Required Knowledge/Skills/Abilities (KSA's):
* Strong working knowledge of buildings and grounds operation.
* Strong knowledge and ability to work with and to repair equipment.
* Familiarity with the principles of project management.
* Strong knowledge and ability to work with computer applications (Microsoft Office suite such as Word, Excel, Teams).
* Understanding of state and federal laws affecting buildings and grounds
* Strong interaction and communication skills.
* Ability to use and read drafting and preliminary design methods.
* Ability to promote an establish new and improved services and develop and implement policies and procedures related to the buildings and grounds departments.
* Strong management and customer service skills required.
* Strong knowledge and ability to manage to work with various caustic chemicals.
* Must be highly organized, have excellent written and oral communication skills.
* Supervisory experience required.
* Ability to pass Federal and State background check.
Desired Qualifications include:
* Bachelor's degree from accredited college or University in a field of industrial engineering, technology or a related field.
* High level knowledge of Green product development (i.e. leadership engineering, and environment design).
* 4+ years experience working with general equipment, carpentry, plumbing, painting, heating system, and general construction.
* 3+ years of management experience to include supervisory budgetary, policy, etc.
Note: The full salary range has been posted for informational purposes only. Typically, new hires do not start at the top of the range without State of Washington experience in a similarly situated position as these are considered longevity steps.
