Salary: $93,301.00 - $149,282.00 AnnuallyLocation : Riverside, CAJob Type: Full-timeJob Number: 25-2019-02Department: Maintenance Building & GroundsOpening Date: 01/06/2025Closing Date: 1/31/2025 11:59 PM PacificJOB SUMMARYTHIS POSITION IS DESIGNATED AS NON-BARGAINING UNIT AND THE INCUMBENT SHALL SERVE IN AN AT-WILL CAPACITY.Responsible for management and oversight of all building maintenance, Stops and Zones and other staff in assigned areas of maintenance. Manages and oversees construction and facilities maintenance projects for the Agency including project design, development, environmental clearance and project funding. Serves as a liaison to member cities, regional planning agencies, and other partners to improve the built environment to better serve public transit riders, support transit operations, support the implementation of sustainability related legislation, improve safety and efficiency and expand transit market share.Applications will be reviewed in the order received and the posting may close at any time. ESSENTIAL DUTIES/RESPONSIBILITIESThe following duties are standard for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.Supervises the work of facilities and Stops and Zones staff, contractors, affected public agencies, and utilities to meet project goals and schedules.Ensures that RTA facilities, amenities, grounds, bus stops, and utilities including electricity, lighting, water, gas, telecommunications to, from, and within the facilities are maintained in proper condition, upgraded, replaced, and constructed as required.Develops technical specifications for RTA facilities and equipment and facilities projects. Prepares requests for qualifications, requests for quotations, invitations to bid, and requests for proposals to fulfill procurement requirements. Develops and administers design and construction contracts with external vendors, contractors, or suppliers. Directs consultants in the preparation of surveys, studies, construction plans, specifications, and cost estimates.Acts as project manager, generates expenditure reports, reviews field change orders, and makes appropriate recommendations for construction and facilities projects.Manages all project planning activities including the design and implementation of project plans. Responsible for project planning and formulation, including developing project objectives, budgets, resource requirements, time estimates and deliverables.Manages the solicitation, evaluation and selection of external consultants and contractors relating to assigned projects.Leads negotiations and develops contract agreements with contractors/consultants and other external entities (e.g. municipalities, developers, etc.) relating to the project.Assists the planning department in reviewing external plans and projects from external agencies and provides comments. Works with developers and member cities and incorporates RTA's operational needs such as stops, bus turnarounds, pedestrian access, safety related improvements, etc.Assists the planning department with research and development for new projects based on identified need and on industry best practices; integrates new project concepts into the Short-Range Transit Plan (SRTP).Assists the planning department with research and development of grant applications and project funding and delivery plans, including Public Private Partnerships (PPP), Joint Development, and other innovative project delivery strategies. Assists planning with answering questions and providing information to cities, consultants, and developers regarding RTA's Transit Design Guidelines for the design of bus turnouts and requirements for bus stops.Works with the planning department to administer the Agency's Bus Strategic Policy for the distribution of various bus stop amenities throughout the Agency's service area.Prepares and manages budgets for the facilities and Stops and Zones departments, including funding and budget requests to support project development.Plans the development of capital programs including overseeing project schedules, budget, payments, and quality.Controls changes to project scope, budget and schedule; and balances cost requirements with funding availability.Serves as the program manager on various complex engineering and construction projects.Manages project budgets and acts to correct variances. Performs regular project budget and schedule reviews and takes corrective action.Provides oversight, compliance and reporting to Federal, State and local agencies: Federal Transit Administration (FTA), State of California, County of Riverside, SCAQMD, DTSC, City of Riverside and City of Hemet.Acts as liaison between RTA and public/private agencies, regional governments, other external organizations, funding agencies and the general public on projects.SUPERVISORY RESPONSIBILITIESDirectly supervises the Facilities Supervisor and Stops and Zones Supervisor. In addition, supervises project teams on a project-by-project basis, including external consultants and contractors. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.QUALIFICATION GUIDELINESTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Five plus years of progressively responsible experience in the facilities or transportation field with a minimum of three years participation on projects involving design, project development, environmental clearance, construction, and project management. Certified Facility Manager (CFM) and/or Project Management Institute (PMI) certification is highly desired; or an equivalent combination of education and experience.LANGUAGE SKILLSAbility to read, analyze, and interpret documents such as project plans, specifications and schedules, design documents and diagrams, construction documents and diagrams, development plans, etc. Ability to write routine reports and correspondence. Ability to speak effectively before groups of contractors/consultants, external agency or government representatives, customers or employees of the organization.REASONING ABILITYAbility to understand complex materials and track details. Ability to review and analyze complex development and construction designs and plans. High level of analytical skills to effectively communicate with all levels of supervisory and non-supervisory employees, contractors, consultants, vendors, government entities, etc.OTHER SKILLS AND ABILITIESKnowledge of the principals and practices of urban planning and design. Knowledge of government structure and operating procedures. Technical writing skills. Ability to read and interpret maps, plans and specifications. Manage projects within budget and schedule. Prepare reports and presentations to agency's Board of Directors. Communicate, interface, and develop good relationships with cities, and regional, state, and federal agencies. Analyze and resolve complex technical engineering problems. Develop solutions to technical and procedural problems that support the goals of the program and expectations of all concerned personnel.Knowledge of: Principles, procedures, and techniques for managing complex capital programs and projects. Current civil engineering procedures, state/federal transportation practices, and regulatory laws, ordinances, codes, specifications, and plans. Industry practices for maintaining, engineering, and the construction of transportation facilities. Techniques of personnel supervision and administration.
