Bradford Health Services, a leading force in substance abuse treatment and recovery solutions is looking to expand our market to the Southwest. We are looking for a dynamic Facility CEO to lead our operation to ensure quality service and access to care to our patients. The ideal candidate will have experience in running a substance use disorder multi site facility.
Purpose Statement:
The Facility CEO shall serve as the executive officer with day-to-day responsibility for the in-patient or residential facility. The Facility CEO has primary responsibility for the development, implementation, and achievement of the location's strategic business plan and quality of care.
Minimum Qualifications:
Bachelor's degree required in an administrative or mental health related field (Master's degree preferred) and at least five years of progressive managerial experience in a treatment setting.
Knowledge of market conditions in healthcare and chemical dependency treatment.

Strong working knowledge of facility administration and clinical operations
Demonstrated knowledge of financial management and business development processes
Strong organizational and project management skills.
Ability to motivate self and others to meet organizational goals.

If recovering, four years of continuous verifiable abstinence.
General Responsibilities:
Plans, organizes, and controls overall functions of the facility in accordance with Policies and Procedures and Corporate Standards of Care and Policies.
Know and abide by the general provisions of 42 CFR Part 2, Confidentiality of Drug and Alcohol Abuse Patient Records , and 45 CFR Health Insurance Portability and Accountability Act. This position has unrestricted access to patient identifying and patient health information.
Essential Functions:
1. Supervise and direct all facility affairs.
2. Carry out all policies established by the company and any other corporate directives as happen from time to time.
3. Develop and submit to the Chief Executive Officer ( CEO ) for approval, a plan of organization of the personnel.
4. In collaboration with the Finance department, prepare an annual budget, showing the budgeted revenue and expenses.
5. Selects, employs, controls, and discharges all employees and maintains personnel policies of the facility.
6. Appraise leadership team performance, both individual and team as a whole, addressing competencies and providing corrective action plans as needed.
7. Ensures all departments complete annual performance evaluations and competency reviews.
8. Prepares annual facility marketing plan; revised quarterly and supervises plan implementation and community marketing activities; along with the corporate marketing strategies.
9. Ensures compliance to all Federal, State, local, and industry laws and regulations.
10. Keep all physical properties in good repair and operating condition.
11. Supervise all business affairs and ensure that all revenues are collected; and the costs of operations are in line with the budget.
12. Be responsible for the facility, complying with all requirements of any supervisory agencies or third-party payers.
13. Be responsible for preparing Facility for JCAHO and Mental Health Surveys including having a comprehensive auditing plan, preventative actions to maintain continuous accreditation and regulatory compliance, and ensuring follow through on any corrective actions taken to address noncompliant areas.
14. Coordinate with the Treatment Director and other Department Managers in establishing and maintaining effective communication between referral sources and the Facility.
15. Work with the clinical staff and all others rendering professional services to ensure that patients receive the best possible care.
16. Ensure program services and staff is in compliance with legal and ethical standards as required by state and regulatory bodies.
17. Work with all departments and facility staff to ensure all safety drills are executed as scheduled with participation from all staff.
18. Responsible for maintaining adequate and competent staffing by overseeing recruiting and employee relations functions.
19. Carries out individual marketing and public relations activities.
20. Responsible for coordination and implementation of required or applicable related educational programs including orientations, in-services, technical and on-the-job training for staff.
21. Submit monthly to the CEO reports showing the clinical services and financial activities of the facility and any special reports that may be required by the Board.
22. Responsible for appointment of individuals and the creation of committees to facilitate the implementation and ongoing operation of clinical review and evaluation activities.
23. The Facility CEO shall, by means of the minutes and committee reports, monitor, and assess the operations of the Performance Improvement Committee and make recommendations to ensure its proper functioning.
