What makes HABC successful is the dedication of its employees and its history of strong leadership.Position SummaryThe primary purpose of this position is to understand and be committed to the overall philosophy of Family Support/Early Head Start. The incumbent will maintain respect for confidentiality of information divulged by or on behalf of participants. The employee must possess the ability to relate to people of diverse educational, cultural, and economic backgrounds. He/She must be willing and able to do outreach and recruitment, model appropriate interactions with young children and their parents, have the ability to work independently and as a team member, be willing to submit to a criminal background investigation, possess a valid driver's license and access to a vehicle and have current medical evaluation, including a tuberculosis screen within 6 months before the individual begins work in the Center.All activities must support the Housing Authority of Baltimore City ( HABC or Authority ) mission, strategic goals, and objectives.Major Duties
  • Maintain contact with key persons in community agencies, support the program's Policy/Parent Committees.
  • Data Entry - Enter data as required by MFN into My Head Start and other Client Management Data Systems.
  • Family Advocate/Site Coordinator Reports directly to the EHS Program Director.
  • Performs other duties as assigned.
Family Advocate Duties
  • Meet with new program participants to familiarize them with the program's services, provide referrals, and complete required documentation which support services provided.
  • Responsible for program recruitment, registration, and home visits of families as outlined by the National Head Start Performance Standards/Maryland Family Network.
  • Responsible for family engagement services; developing and monitoring Individual Family Goals, providing referral services, and hosting family meetings, etc.
  • Ensure the care, safety, and well-being of all of the children.
  • Maintain records of all families according to EHS program's standards, and as outlined by Maryland Family Network and the Office of Childcare.
  • Lead or co-lead Parenting Education groups in the center
  • Participates in program staff meetings and training provided by MFN or sponsoring agency.
  • Meet all requirements for collection of statistical data and documentation requirement as determined by MFN.
  • Provide coaching as needed to parents around parent-child relationships and/or interpersonal skills to support parenting.
  • Lead or Co-lead Case Management meetings with the appropriate staff to access progress on participant goals.
  • Conduct aggressive outreach/recruitment to ensure program enrollment goals are met.
Site Coordinator Duties
  • Support teachers in the absence of Child Development Specialist.
  • Meet all requirements for collection of statistical materials needed by Our House Early Head Start
  • Serve as the liaison between the program and representatives from regulatory bodies while onsite (student nurses, program guest, etc.)
  • Work with center staff members to ensure center goals are met.
  • Assist with the responsibility of the physical site such as communications with partners, inventory, etc.
  • Support classrooms as needed, covering lunches, breaks, teacher absences as directed by the Child Development Specialist or Program Director.
  • Support program in the absence of Child Development Specialist or Program Director as it relates to ensuring the functioning of the program. (Such as monitoring inspection licensing, following up on mental health referrals, etc.)
Minimum Education, Training and/or ExperienceBachelor's degree in human services or related field(s) and a minimum of 1 year of experience in home visiting, counseling, working with families with young children and/or advocacy. 1 year of experience in a supervisory position preferred. Be willing to obtain 90 Hour Childcare Certification + 45 Hour Infant/Toddler Certification within 6 months of hire. Must have experience providing direct services to individuals and experience facilitating groups. Familiar with issues of young parents, infants and toddlers, issues of poverty, and linking with community resources durable. An equivalent combination of education, training, and experience may be considered.Special Requirements
  • Possession of a valid Maryland driver's license.
  • Must be able to be covered under the Authority's fidelity bond.
  • Must be able to be covered under the Authority's vehicle insurance policy.
Other Requirements
  • You must successfully pass a prescreening investigation, including employment and education verification, drug screening, physical examination, and TB Screen.
  • Probationary Period: This is a full-time permanent position. Upon employment, you will be required to serve a 6-month probationary period.
  • All new employees are required to receive at least one COVID-19 vaccination shot in a two-shot series or be fully vaccinated prior to the date of hire.
