Information Regarding the Salary Placement Process:
According to the terms of the Collective Bargaining Agreement between LBCC and the Independent Association of Classified Employees (IACE), all Classified employees begin at Step 1 of the salary schedule, corresponding to the position's grade. Placement at a higher step on the schedule is not negotiable, except by mutual written agreement of Association leadership and LBCC Human Resources. These exceptions are uncommon, and only granted in limited circumstances.
The Family Connections Specialist, Infant/Toddler position is graded as a Grade 18. Step 1 on the Classified salary schedule for this grade is $53,065. Progression on the salary schedule is subject to the terms and conditions laid out in the IACE Collective Bargaining Agreement. Position Title: Family Connections Specialist, Infant/Toddler Employment Requirement Criminal Background Check - Central Background Registry Division/Department: Family Resources Education Center Location Albany Campus, Albany, OR Job Summary:
Serves as a member of the State-wide Child Care System providing community-based services to child care providers, serving infants and toddlers. Serves as a mentor to individuals entering the child care workforce. Supports quality early care and education programs through technical assistance and training utilizing best practices (i.e. Spark, Essential Fellowship) as a foundation for work as an Infant and Toddler Quality Improvement Specialist (QIS). Performs consultations, maintains data, provides instruction and implements grant programs. Provides community outreach to providers, employers, and community groups.
Required Qualifications:

Education and Experience:
* Strong Educational background in early childhood education.
* Position requires a Step 10 or higher on the Oregon Registry or a Bachelor degree in Early Childhood Education or related field (Human Development, Child and Family Studies, Social Work, Sociology, Psychology), coursework in infant and toddler development AND one or more years experience in an early childhood program with a focus on infants and toddlers.
* Must meet the requirements to become an Oregon Registry Master Trainer (Certified Oregon Registry Trainers | Portland State University) or complete the requirements through a professional pathway within two years of employment.
Knowledge and Skills:
* Requires a solid understanding of child development, theory, practice, and related programs.
* Requires knowledge and skills to deliver relationship-based professional development and familiarity, adult learning methods practices, and all learning styles.
* Must have strong oral and written communication skills including in-person consultation, professional learning advising, email, texting, phone calls to encourage and support early educators.
* Requires cultural competence, commitment to equity, the ability to understand and avoid bias.

Learned physical skill is required to operate computer keyboard and other office equipment. Must be able to communicate effectively in person, over the phone, and in-group settings. May need to lift and carry light to medium weight materials when setting up for meetings and training.
Working Conditions:
Work is performed in a variety of training settings and in an office setting, online and in the field in child care settings. Substantial time is spent working on a computer. May be required to work evenings and/or weekends. Frequent travel within Linn, Benton, and Lincoln Counties is required.
Essential Duties:
* Serves as a mentor to individuals and programs providing early care and education programming to infants and toddlers in Linn, Benton, and Lincoln counties through universal, targeted, and intensive technical assistance. Utilize data based on the Essential Fellowship model to determine technical assistance efforts and support for child care providers.
* Provides universal technical assistance to introduce individuals/programs on the licensing process and Spark - Oregon's quality improvement program. Inform and support providers regarding the Employment Related Day Care (ERDC), and other Oregon Department of Human Services subsidy programs.
* Provides direct technical assistance, professional development, and resources, including grant opportunities, in support of small business owners to strengthen business functions and build capacity to serve infants and toddlers.
* Supports child care programs through job-embedded professional development professional learning including site visits, ongoing feedback, and recommendations to support improvements in environments, teacher-child observations, and communication with families.
* Assist providers in creating professional development plans, apply for quality improvement grants and education awards, and to access the training required by the Child Care Licensing Division to meet licensure requirements.
* Designs and implements provider recruitment plans to meet child care demands for Linn, Benton, and Lincoln counties. Promotes the development of new programs by engaging in recruitment activities including outreach to targeted communities, hosting events, tabling at community events, representing Family Connections on partner committee/Advisory Committees, and creating promotional materials for distribution.
* Leads long-term (3 mos. - 2 years) intensive quality improvement efforts with targeted groups of child care providers utilizing best practices models i.e. Focused Child Care Networks, cohorts.
* Prepares program curriculum based on the needs of the region/cohort/Focused Child Care Network including researching topics, preparing materials, creating and teaching set 1 and set 2 training. Teaches seminars, workshops and educational presentations.
* Accesses and works in numerous database information systems across state agencies and organizations, including Department of Early Learning and Care , Oregon Department of Human Services, Oregon Center for Career Development, and The Research Institute.
* Researches, writes, and edits an educational newsletter for professionals, parents, and advocates on aspects of infant and toddler childhood care and education.
* Upgrades knowledge and skills with best practices, including policies, in the field of Early Childhood Education, Department of Early Learning and Care and Department of Human Services, and Linn-Benton Community College. Participates in, Communities of Practice, Conferences and training that meet professional development growth, Participates in Train the Trainer programs. Keeps up to date of child care licensing regulations.
* Provides regular time-sensitive documentation of work for funders. Collects and reports data to national, state, local, private, and public agencies, and employers.
* Provides services, reports, and technical assistance to meet the expectations of grant-funded projects. Arranges and maintains collaborative relationships with community partners. Remains current on state and federal government changes affecting grants.
* Trains new staff on specialized computer programs, intake processes, and specific methods of providing adult education through individualized consultations and group instruction.
* Serves on state agency boards, task forces, and professional organizations relating to care, education, and support of children and families.
* Provides outreach services to the Spanish speaking population in Linn, Benton and Lincoln counties. Defines the needs of the community and designs activities and services to meet those needs. Develops appropriate curriculum and other written materials.
* Participates in writing grants for projects directly related to educational and technical services for child care providers. Provide technical assistance to child care providers responding to grant opportunities.
