DescriptionJOB DESCRIPTION - FAMILY SELF SUFFICIENCY CASE AIDEHOURS OF WORK: Not to exceed 40 hours per week. Flexible scheduling assigned by DHR to meet case needs which may include evenings and weekends, otherwise normal operating hours of DHR. A workweek begins on Saturday at 12:01 AM and ends on Friday at midnight. Schedules involving weekend or evening work must flex the time within the same week, otherwise normal operating hours of County DHR. Overtime is never allowed.SALARY RANGE: Hourly RateRESPONSIBLE TO: Field Support SupervisorWORK ASSIGNMENTS: Issued by JOBS staffQualifications:
  • Minimum education requirements are high school diploma or GED equivalent.
  • Computer skills including Word and Excel.
  • 21 years of age.
  • Attend 7 hours of pre-service training and a minimum of 6 hours annual in-service training.
  • FBI, ABI, and Child (CAN) Central Registry Clearance
  • Reliable automobile, valid Alabama Drivers License, proof of required automobile liability insurance (100,000/300,000/50,000 limits)
  • MVR prior to employment to verify good driving record.
  • Maintain confidentiality of all information regarding clients, coworkers, etc
  • Good attendance and punctuality.
  • Demonstrate the ability to understand and follow oral and written instructions and work independently as needed.
  • Demonstrate emotional maturity.
  • Establish and maintain effective working relationships with participants, case workers, people representing businesses, civic or religious organizations and others in the office and community.
  • Communicate effectively in receiving and sharing important information.
  • Follow office rules and procedures.
  • Abide by HIPAA Privacy and Confidentiality Policy.
  • Report adult or child abuse or neglect and participate in any investigation of compliance, including allegations of abuse, neglect, or exploitations.
  • Must not be related to family or closely acquainted with the family or client for whom services are being provided.
  • Practice Universal Infection Control and follow safety guidelines when transporting, such as seat belt and/ or appropriate safety restraints for self and passengers.
  • Complete a probationary period.
Summary of Position:The Family Self Sufficiency Case Aide will provide support services under the direction of Department staff to TANF recipients to assist in overcoming barriers that impede progress toward self-sufficiency. In addition, provide support to professional case management staff and augment the efforts of the JOBS and/or Public Assistance (PA) staff in assisting eligible individuals to overcome barriers to employment, to increase their marketable skills and employability, to gain or retain employment and to transition from welfare to work. Examples of services include but are not limited to the following:ALLOWABLE FSS CASE AIDE ACTIVITIESRevised (11-28-12)Family Self Sufficiency Case Aides may assist staff with the following:
  • Monitor component participation and school attendance;
  • Assist professional staff with group interviews by assisting with explanations, helping clients complete forms, and distribute pamphlets or forms;
  • Answer general questions regarding basic eligibility or work participation requirements after proper orientation;
  • Assist workers in the verification process by gathering information from employers and by contacting references after proper orientation;
  • Assist recipients in completing forms and other documents;
  • Help clients develop resumes;
  • Provide services for initial an/or on-going component placement support (e.g. assist the participant in collaboration with the JOBS case manager in accessing child care, transportation, appropriate clothing or any other needed supportive services);
  • Provide follow-up to employed clients to evaluate need for SEA Services;
  • Assist staff in working with community entities (e.g. meet with area business, civic and religious groups to develop CEMP sites), make on site visits and follow-up contacts;
  • Develop Family Coaches Program by recruiting coaches and players;
  • Work with employers to develop employment opportunities for participants as directed by JOBS staff;
  • Provide transportation for clients for job search or other component related activities;
  • Assist clients with purchasing of clothing and supplies for a new job, job search or other component participation;
  • Help clients locate and access community resources through referrals, phone calls, letters or personal contact;
  • Assist relative caretakers with purchase of items needed for the related children;
  • Provide encouragement and guidance to clients;
  • Assist with job readiness classes;
  • Make home visits, at the client's request and with the worker's approval, and phone calls to encourage client participation and check on problems;
  • Assist clients with SSI application process at the request of the ITE counselor and client;
  • Help compile county newsletters and/or reports; and
  • Assist staff with JOBS Task Force meetings.
The above is not an exhaustive list; other similar types of activities may be assigned. Questions as to whether a particular activity is allowable should be sent to the appropriate Policy/Automation Help Desk.PROHIBITED FSS CASE AIDE ACTIVITIES Revised (11-28-12)Family Self Sufficiency Case Aides may not supplant JOBS case managers, PA workers, clerical or other merit staff. Case aides may not perform any task or activity otherwise performed by the JOBS case manager or other merit staff which may be disputed by the client and result in a hearing including, but not limited to, the following:
  • May not interview a client for a determination of Kinship eligibility or a JOBS Assessment;
  • May not conduct an initial or redetermination interview for FA or determine eligibility for FA benefits;
  • May not sign the Family Responsibility Agreement or the Individual JOBS Participation Plan (IJP);
  • May not authorize or terminate supportive services for JOBS or Kinship clients;
  • May not enter reimbursement requests on FACETS;
  • May not authorize or terminate FA benefits;
  • May not determine good cause for non-participation or non-cooperation in JOBS or FA;
  • May not document in the JOBS, PA or Kinship case record (Refer to the guidelines regarding documentation of case aides' actions);
  • May not register, open, or close cases on FACETS;
  • May not be assigned to a clerical position and may only perform clerical duties as part of their work with assigned clients. They may not be used in lieu of merit clerical staff. However, case aides may be used for brief periods of time to relieve clerical staff assigned to PA, JOBS, or Kinship as long as merit staff in these programs is called on to do so as well. This includes relief on the front desk or switchboard that serves all DHR programs, but does not include relief for the front desk or switchboard that is designated to serve a particular program(s) other than PA, JOBS or Kinship;
  • May not work in either the Food Assistance or Child Support programs. This includes copying of information for the food assistance or child support case records;
  • May not have access to the FA or Kinship case record/file folder;
  • May not have access to Federal Tax Information;
  • May not have access to the JOBS case record/file folder, except when preapproved by the Family Assistance Division for merit staff with a disability;
  • May not assist DHR clients with completion of Voter Registration forms or have access to completed NVRA forms; and
  • May not have access to the Work Number.
SYSTEM ACCESS: After securing the appropriate confidentiality agreement, the case aide may be assigned access to FACETS with a security level of 23. NOTE: Access to IEVS is prohibited.Additional Information:Monthly Pay ScheduleNo overtime allowed.Accrued personal leave.No accrued sick leave.Observance with pay of State of Alabama Holiday ScheduleBenefits are available after 90-day probationary period at own expense.Travel reimbursement does not include to and from work.
