The Family Services Manager is part of the Early Childhood Management Team and is central to family services in accordance with the Head Start Parent, Family, and Community Engagement Outcomes Framework. This position provides oversight and supervision of the family advocates and is responsible for implementing the Head Start Performance Standards for Family and Community Partnerships and for the data collection in this area for family services and the PFCE Outcomes. The Family Services Manager is an integral part of assessing and supporting family well-being for all enrolled families.
Family and Community Partnerships

* Guide and coach staff on how to deal with family situations and appropriate referrals.
* Provide annual updates for the Community Resource List for families/staff/CAC and other agencies. Update staff on new and existing services as information is received so they can provide the information to families in need. Maintain Community Resources List in Child Plus.
* Create forms, policies, procedures, and training for the Head Start Performance Standards in the area of Family and Community Partnerships. Arrange for additional training and in-services. Assist in the development of the T/TA plan for the program in assigned areas.
* Monitor Family Services Section of ChildPlus, including case notes, referrals and follow-up, family goals, strengths, PIR data, family service events, Family Strength Survey completion, Family Partnership Agreements and updates.
* Enter contacts, referrals, completed services, etc., in ChildPlus that are from direct services, absentee reports, child abuse reports, etc. Assist program staff in making child abuse/neglect referrals.
* Oversee special projects related to family services: Christmas with Bristol Village and FLUOR, other services with clothing and food, etc., when designated to the EC program.
* Attend community meetings to stay apprised of services and to share information with staff who make referrals. Provide input at meetings to advocate for services needed by Early Childhood families.
* Maintain on-going relationships within agency and other agencies' staff who provide services to program
families.
* Oversee the implementation of Parent Gauge and/or other systems to produce data for PFCE to inform outcomes and continuous improvement. Develop new strategies to implement in the area of Family and Community Partnerships.
* Collaborate with other departments and agencies to increase/or improve services for families. Assist Director in the development of MOU's with other agencies.
* Ensure that staff who are required to complete Family Development Specialist Certifications re-certify annually.
* Advocate for individual families as needed to obtain required services.
* Participate/ conduct Self-Assessment of Family and Community Partnerships, home-based services, and other areas as assigned by supervisor. Compile reports for Family and Community Partnerships.
* Complete monthly reports, PIR, and additional reports as requested pertaining to Family and Community Engagement.
* Develop strategies, systems, and procedures to achieve positive Parent, Family, and Community Engagement outcomes.
Supervision of Family Advocates

* Conduct monthly meetings to keep staff informed about agency and programmatic goals, developments, and outcomes and to gather ideas staff may have about how to make programmatic improvements. Maintain and distribute minutes of those meetings.
* Conduct individual professional development meetings with staff to review goals and progress of individual goals as they relate to the outcomes desired by the program.
* Coach/ support staff as needed to develop strategies on how to deal with situations with program families or other situations that arise in the workplace.
* Maintain records relating to supervision of staff.
* Ensure staff have needed supplies and equipment to complete their jobs efficiently.
* Request assistance for staff for information technology assistance and office maintenance/housekeeping.
* Complete interviewing, hiring, and orientation training of new staff.
* Provide staff with professional development opportunities that are appropriate to their position, skills, and knowledge.
* Provide annual evaluation of staff.
* Complete home visit observations with Family Advocates.
* Follow-up with staff on other management staff requests from them, as needed.
* Update/ maintain current job descriptions and on-boarding documents for these positions.
Other Program Duties/Information

* Assist / or assign follow-up on absentee reports for the home-based programs. Maintain training in this area and documents to be used.
* Ensure general maintenance and security of facility and assist in inventory of equipment and supplies. Shall request supplies as needed to ensure provision of services.
* Make home visits as needed to assist in them obtaining services and/or addressing complaints or other issues.
* Responsible for the program's implementation of the Head Start Performance Standards for Family and Community Partnerships.
* Participate in regularly scheduled team meetings to plan and deliver collaborative services across all service areas.
* Encourage volunteerism and attendance to all parent engagement activities and help foster an atmosphere that promotes and reinforces parental involvement with their children.
* Participate in program planning and on-going monitoring including Strategic Planning, Program Self Assessment, etc.
* Responsible, along with other staff, for keeping center, office, kitchen, and supply areas clean and orderly.
* Assist with other duties as defined by supervisor when other work is necessary to fulfill the obligations of the Early Childhood Program and/or CAC.
* Serve as the program representative for the CAC Crisis Fund Committee and process applications/expenditures for Early Childhood Program families and staff.
* Responsible for reading and adhering to all agency policies and procedures, Ohio Department of Job and Family Services Licensing Rules and or Ohio Department of Education Licensing Rules for Preschool Children and Head Start Performance Standards.
* Display knowledge of Community Action Programs and local community resources in order to identify and utilize resources.
* Encourage families to be advocates for their children, to be life-long educators for their children and to advance their own learning.
* Participate in the development of the Community Assessment.
* Participate in recruitment and enrollment activities as necessary to ensure that enrollment is maintained.
* Accountable to the assigned supervisor for completion of assignments and to the high standards of accuracy, attention to detail, and timely completion of work.

* Must immediately divulge information to supervisor if convicted of a criminal offense and/or traffic offenses that could affect agency insurance coverage.
* Must avoid the use of social networking sites during work time, unless they are program specific
Education
Bachelor Degree in Social Work or related field
Job-Related Experience
Minimum five years' experience in social services setting.
People Management Experience
Supervisory experience and/or training.
Licenses, Certifications, and Accreditations
Family Development Certification (if degree is not in this field)
Other minimum requirements for position
* Complete an updated physical exam and/or T8V exam- updated immunizations
* Provide three references
* Permission to obtain a copy of BCI and FBI background check
* A signed Standards of Conduct form
* Receive 15 hours of related training per year
* Complete Communicable Disease training
* Complete CPR training
* Complete First Aid training
* Complete Child Abuse Prevention training
* Valid Ohio Driver's License, reliable transportation, and up-to-date proof of vehicle insurance
* Be insurable under the agency's insurance policy
* Must possess audio and visual skills to care for young children
