  • Summary: Provides leadership for staff in the implementation of the Head Start Performance Standards, Illinois State Board of Education (ISBE), Chicago Public Schools (CPS) and Chicago Department of Family and Support Services (DFSS) policies as they relate to early childhood development & health services, and family & community partnerships. Collaborates and networks with service providers, maintains community linkages and develops service agreements. Develops and maintains a comprehensive directory of community resources. Coordinates services with staff in other program content areas and assesses the quality of services provided on an on-going basis.Responsibilities:
    • Administers the Family Service program area for assigned program locations ensuring an integrated comprehensive system of services for children and families.
    • Supervises and oversees work tasks and activities of Family Support Services (FSS) staff to ensure full delivery of integrated services to children and families, including implementing the agency's personnel policies and practices. This includes hiring, appraisals, leaves, promotions, salary changes, terminations, and documentation of all personnel actions.
    • Provides training, support and guidance to FSS staff to ensure high quality and timely services are provided to parents in compliance with Head Start Performance standards, The Head Start Parent, Family and Community Engagement (PFCE) framework, ISBE, CPS, DFSS and best practices in the field.
    • Ensures active collaboration of FSS staff and services with Site Director and education; diverse learners; health; Intake & Admission, youth services and other content area staff.
    • Establishes agreements with community providers in the areas of medical, dental, education, social, nutrition and homeless services and child welfare agencies. Maintains current knowledge of community and agency resources to provide information regarding the needs, concerns, and issues that parents may present.
    • Maintains record-keeping and reporting systems including service area plan, schedules, timelines, and procedures related to family and community partnership services.
    • Ensures coordination and communication with parents, staff, funders, program consultants, and the community to enhance services for children and families.
    • Oversees implementation of PFCE framework to ensure systematic processes and procedures.
    • Ensures systematic outreach to fathers and father figures in families.
    • Ensures effective transition planning for children and families, working in collaborations with educational staff are completed in a timely manner.
    • Assists in planning and implementation of special events and activities.
    • Ensures confidential files are maintained on all families enrolled in the programs.
    • Works with staff to develop a comprehensive education and enrichment program for parents to enhance their skills as the principal educators of their children.
    • Conducts home visits for the purpose of outreach, intervention, or education, as needed.
    • Attends mandated trainings and meetings and seeks out professional development opportunities.
    • Provides training and guidance to parents and community members on a variety of pertinent topics in the area of family and community partnerships.
    • Collaborates cross functional with other programs in MSV to enhance families and clients access to services.
    • Ensures on-going monitoring, tracking, follow-up and analysis of family and community services, including recruitment, enrollment, attendance, services, and PFCE outcomes.
    • Oversees data entry and maintains accuracy of database management system.
    Qualifications and Skills:
    • Bachelor's degree in Social Work, Family Services, Family Studies, Human Services, Social Services, Counseling or related field required.
    • Gateways Level 5 Family Specialist Credential required (candidates without this required credential may be considered with an approved educational plan).
    • A minimum of 3 years of experience providing family support services required.
    • Supervisory experience preferred.
    • Experience dealing with families in crisis required.
    • Demonstrates effective written and oral communication skills; consistently writes clearly and concisely for various mediums and audiences.
    • Must be proficient in speaking, reading and writing in the English language.
    • Demonstrates the ability to read, correctly interpret and follow city, and federal regulations.
    • Demonstrates strong interpersonal skills with the ability to develop trust, collaboration and teamwork with colleagues and participants.
    • Demonstrates good judgement with the ability to assess family stressors, make sound decisions, respond to client needs and intervene in crisis situations.
    • Demonstrated ability to supervise and manage staff efficiently and effectively.
    • Demonstrates advanced organizational skills and the ability to set priorities, handle multiple projects and responsibilities and meet deadlines.
    • Demonstrates skills in documentation and record-keeping.
    • Demonstrates intermediate computer skills, including Microsoft Office, Outlook and videoconference software, and develops competency with applicable web-based systems used by the program.
    • Must have valid driver's license and auto insurance when the position requires an employee to operate a motor vehicle in connection with executing the position's responsibilities, which include driving to and/or from any agency function.
    Screenings:
    • The applicant must submit to a criminal background check and a child abuse and neglect screening and maintain a cleared status throughout employment.
    • The applicant must submit to and pass a TB and health screen, including MMR and Tdap immunizations upon hire and update TB/physicals as required by the licensing standards. Additional Requirements:
    • Regular travel locally and occasional travel to other locations in the state.
