POSITION SUMMARY: The FCC Compliance Coordinator is responsible for managing compliance and reporting responsibilities across multiple stations, ensuring adherence to FCC regulations. Responsibilities include writing, maintaining, and filing quarterly Issues and Programs Reports and Class A Certifications. Management of children's programming to meet FCC compliance and filing of the Annual 398 Children's Program Reports, and Commercial Limit Certification Reports. Ensure adherence to FCC rules regarding Foreign Sponsorship Identification Disclosure. Preparing and distributing weekly and monthly program schedules, maintaining contracts list for various operational needs, conducting periodic reviews of the public file, and assisting the COO with Ownership Reports and License Renewals.KEY RESPONSIBILITIES: Quarterly Programs: Write daily show descriptions and add timing for each block into the daily report and master report. At the end of each quarter, all reports are uploaded to stations online public file. WPHY (Class A station) Quarterly Issues and Programs report: Watch and write weekly descriptions for Trenton Talks, locally produced programming; 3.0 hrs. per week needed to maintain Class A status. WPHY QUARTERLY CLASS A CERTIFICATION: Prepare and send out internally for review, and upload to the stations online public file quarterly.Children's Programming: Set annual children's program schedule with appropriate rotations/episode numbers and adjusted averages to meet the required average of 3.0 hrs. weekly. Review averages each quarter, adjust for any pre-emptions and makegoods. Add additional E/I programming when needed to ensure required 3.0 hr. average is met over a 6-month period. Prepare monthly E/I episode schedule for ENG and Master Control File Annual 398 Children's Program Report for each station.Commercial Limits Certifications: Collect Quarterly Commercial Limit Certifications from program partners. Prepare the Annual Records Concerning Limits in Children's Programming Report and upload by January 30th to each stations online public file.Foreign Sponsorship ID Certification/Disclosure: Ensure compliance with new FCC rules regarding Foreign Sponsorship of leased programming, including religious, paid, and locally produced. Collect quarterly Disclosure Statements from clients who have disclosed a relationship with a foreign entity and upload them to the public file. Maintain log of efforts to track foreign entity programmers on multicast channels including checking FARA website and the Commissions semi-annual U.S. based foreign media outlets report, and internet.PSIPS Guides: Prepare and distribute weekly schedules for WRNN, WMDE, KCNS, KSCI, KFWD, KUBE, WMFP, WTVE. Distribute monthly TV schedule to listings agencies. Communicate to listing agencies new lineup and any changes in programing for certain program partners. Update station channel information for Nielsen and others.Public File: Periodic review of public file to update Station Information Page, remove what's no longer required, etc. Upload Annual EEO reports. Assist COO with review of Ownership Reports and License Renewal for all stations.REQUIREMENTS: Bachelor's degree. Experience in broadcasting, media or program scheduling. Experience in reading/reviewing contracts. Strong attention to detail. Ability to dive into all aspects of programming activity and FCC compliance reporting. Excellent Interpersonal skills; proven track record of success in both team and individual / self-starter environments. Strong organizational and communication skills are essential for managing multiple tasks and meeting deadlines. Strong knowledge of Microsoft Office Suite.
