POSITION DESCRIPTION: Supervises employees by spending the majority of their time communicating regularly, motivating, training, evaluating, planning and directing employees' work. Supervises and directs professional staff in conducting analyses related to federal reimbursement of eligible projects from the Federal Highway Administration (FHWA). Leads and reconciles participating costs for federal reimbursement through the weekly current bills. Ensures eligible project expenditures are both correct and complete in accordance with the Code of Federal Regulations (CFR) Title 23, 2 CFR 200 The Super-circular and other related federal and state laws and guidelines. Completes and reviews quarterly quality assurance reviews for the current bill and develops draft reports for internal and external customers.
Supervises and directs professional staff in the completion of the current federal bill report comments and justifications for all districts in the weekly federal bill. Reviews the weekly reconciliations reports and supports the federal project credit justifications for FHWA. Uploads the current bills to FMIS and requests current bills approval from FHWA. Completes the recording of the wire in Receipt Processing System (RPS) and notifies the Department of Financial Services (DFS) when large wires are expected.
Coordinates with both internal and external customers to process cost transfers for Advance Construction (AC) conversions. Reviews statewide manual and batch cost transfers considered in the weekly Federal Bill are correct and complete. Reviews and completes the weekly AC reports to allow the Cash Forecasting section to track the impacts to the Department's cash flows.
Analyzes and maintains federal billing support systems, programs and reports. Reviews credit billing and coding error corrections and/or FHWA justifications and coordinates transaction corrections with the District Federal Aid Coordinators or other Offices as needed. Provides statewide training and assistance to the internal and external Federal Bill customers on all reports, systems and processes.
Leads and coordinates regular current bill information requests and reviews from FHWA, the Florida Auditor General, the Department's Office of Inspector General. Including annual reporting for the Cash Management Improvement Act (CMIA) and the annual Payment Integrity Information Act (PIIA) reviews as needed.
Completes quarterly National Bridge Inspection (NBIS billing) and reviews other special projects to support the Department's federal billing function. Prepares the weekly Recap report, quarterly refund reports and other Federal Bill reports as needed. Prepare and periodically update the desk procedure for this position.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of generally accepted accounting principles, practices and procedures. Knowledge of computer accounting systems analysis or design. Knowledge of techniques of systems analysis and design. Knowledge of structured analysis techniques. Knowledge of Microsoft Office: Word, Excel, PowerPoint and other PC based software. Knowledge of process analysis concepts and flow charting techniques. Ability to supervise employees including communicating regularly, motivating, training, evaluating, planning and directing employee's work. Ability to design systems logic and/or process information logically. Ability to identify and define user task needs and/or conduct short and long range project planning studies. Ability to prepare functional program specifications for technical accounting applications. Ability to analyze and interpret computer related accounting data and reso lve system production problems. Ability to plan, organize and coordinate work assignments. Ability to accurately estimate time requirements for accounting system development projects. Ability to communicate technical accounting information effectively to technical data processing personnel. Ability to work independently. Ability to establish and maintain effective working relationships with others.
