Job Description:

The Business Development Coordinator will be responsible for supporting ICS business objectives and initiatives as defined by ICS' Business Development team. The Business Development Coordinator should be an accomplished “self-starter” who understands and/or desires to learn the intricacies of doing business with the federal government. The Business Development Coordinator is required to assist with the writing, development, and production of ICS business development materials to include marketing materials and proposals. This position is fundamentally involved throughout the entire proposal process from initial research and capture management to the final stages of proposal production, however, has two main areas of emphasis: Technical writing for proposals and Business Analysis. The Business Development Coordinator provides research and updates forecasting records, capture planning databases, and past performance databases. The Business Development Coordinator directly reports to the Proposal Manager.

Capture Planning/Business Analysis:

  • Conducts Business Analysis and Market Research in Database search engines to include: GovWin – Deltek, Sam.gov, Federal Procurement Data System (FPDS.gov), ICS GSA Schedules/Contract Vehicles, and agency forecast websites to identify and qualify potential winning business opportunities.
  • Conducts Market Research of opportunities ICS is capable of bidding on – High regard to opportunities under NAICS code 561611, 541611, 561210, and 541511.
  • Attends Business Development meetings, maintains meeting minutes, assigns action items, and drafts meeting agendas.
  • Assists with client and ICS Employee/SME Introduction meetings and preparation of presentations.
  • Complete Capability Matrices outlining ICS and potential teaming partner capabilities per opportunity using ICS Templates and CaptureExec software.
  • Maintain and populate capture plan template populating new intel for every opportunity by working with the individually assigned Capture Manager per opportunity.
  • Researches, coordinates, and assigns Capture Managers to attend Industry Days.
  • Conducts research on potential teaming partners in order to expand marketing reach and likelihood of sales generation.
  • Coordinates Introduction Meetings
  • Creates ICS Marketing Packets for meetings (See Marketing Section)
  • Adds approved partner to “ICS Teaming Partner Database” through CaptureExec with company credentials, capabilities and contact information
  • Respond (technical writing) to Request for Information (RFI) Inquiries, Sources Sought (SS) Announcements, and Market Research Inquiries and ensure responses are complete of requested information and submitted on time.

Marketing:

  • Creates, updates, and maintains, produces, and distributes all ICS Marketing Materials as required.
  • Research and coordinate SME Introductions.

Proposal Production:

  • Participate in Bid/No Bid Analysis on tracked Opportunities
  • Read Solicitation and be prepared to discuss with the BD Team for strategy and solutioning
  • Assists in populating the Proposal Management Plan (PMP)
  • Assists in scheduling Kick-Off Meeting
  • Serve as the scribe for working group sessions and proposal meetings, recording status and action items, and distributing the information to the attendees in a timely manner following the meeting
  • Assists in creating compliance matrices and outlines for proposal volumes
  • When appropriate, attend pre-proposal meetings, site visits, and industry days with designated staff
  • Assists in creating tables, charts, and graphics for inclusion within proposal
  • Assists in creating data calls for Subject Matter Experts (SME) and Operations Managers for proposal reference. Update and verify reference information when used in proposals
  • Debriefs SMEs and works with the Proposal Manager to strategize framework for proposals
  • Creates, compiles, and submits Questions from solicitation to appropriate GOV POC
  • Completes, sends out, and confirms submission of Past Performance Questionnaires (PPQ)
  • Tracks PPQ's using the ICS Template
  • Writes and completes required past performance narratives mapping all ICS capabilities with opportunity requirements highlighting “Relevancy” and “Confidence” in references
  • Writes, reviews, edits, sections for technical proposals and assists in overall proposal production
  • Recruits and gets approval for resumes to be included in proposal submission; Tracks resumes using ICS Tracking template; completes letter of intent/commitment when required
  • Populates resumes in ICS Formatted template to be included in proposal
  • Participate in color team reviews including Pink and Red Team reviews • Perform desktop publishing in MS Word, and other tools (e.g. Adobe Acrobat) to ensure documents are properly formatted, compliant with RFP requirements, easy to read, and visually appealing • Adhere to style guide and reinforce that proposal team authors adhere to all such style guides
  • Attend Debriefing for unsuccessful contract bids and write notes of debrief to save for ICS records.

Additional Duties:

  • Work directly with the business development staff to develop and implement new marketing programs, Business Development Materials, Business Development Efficiencies, Best Practices, Sales Outreach Strategies, and other similar activities
  • Other duties as assigned.

Requirements

  • Bachelor's Degree in Business Management, Marketing, Administration, or English, Professional/Technical Writing etc.
  • Two to Three (2-3) years of experience in Business Development and technical writing
  • Familiarity with the Federal Acquisition Regulations (FAR)
  • Must possess excellent written and verbal communication skills, -(grammar/spelling/punctuation)
  • Must be proficient in Microsoft Word (formatting and styles) and at least intermediate level in Microsoft Excel and PowerPoint; Adobe Acrobat and Visio skills desired
  • Strong time management and organizational skills
  • Team Player and accomplished “self-starter”
  • Must be able to work effectively under time constraints in a dynamic environment, while maintaining a high level of attention to detail.
