Overview
RES is looking for a Federal Contracts Manager with 3+ years of experience, located in any RES offices (list provided below), to assist with federal project management responsibilities and ensure timely project execution through organization and facilitation of contract and budget requirements.
The mission: RES is actively growing across 25+ states and expanding our federal client base; the team currently needs Federal Contracts Manager to provide contracts management and administrative project management support. The expertise you provide will equip our Federal Solutions team with the vital project management functions necessary to compete in this market. This role, initially reporting to the Federal Solutions Lead, will also include providing day-to-day support to our regional project managers who execute federal work.

You will be responsible for the day-to-day coordination and/or oversight of each project and will report project progress, issues, and concerns, to the PM and/or Federal Solutions team. You will be the RES point of contact for projects' Contracting Officers' Technical Representatives (COTR) when applicable. Should project issues arise, you will coordinate with the PM or other team members for guidance and issue resolution.
What your day-to-day might look like?
Contract Management and Compliance
Your day-to-day responsibilities will include maintaining relationships with Federal Contracting Officers' Technical Representatives (COTR) as the primary RES COTR point of contact. This involves negotiating favorable contract terms for RES and interpreting and explaining complex terms to the project team in coordination with RES legal and compliance teams. You will facilitate contract compliance, manage task orders, change order proposals, and coordinate contract-related activities to ensure seamless project execution.
Project Management
You will assist in overseeing all aspects of ecological restoration work, ensuring projects meet specifications, and managing subcontractor oversight. This includes developing and reporting on the Quality Assurance/Quality Control (QA/QC) Plan, registering subcontractor vendors, and securing subcontractor agreements. Maintaining a comprehensive database of subcontractors, including those with minority and small business certifications, is also crucial. Additionally, you will develop and ensure compliance with Small Business Contracting Plans.
Coordination and Reporting
Direct coordination with the Project Manager will be essential, as you will maintain and develop project schedules and provide progress reports to clients and subcontractors. Your role will involve coordinating or attending site visits, taking photographs, and collaborating with subcontractors, project owners, and the Project Manager. You will create and maintain project and job books for office and field use and keep a daily construction and maintenance log when onsite, noting any contract changes and obtaining necessary signatures.
Financial and Administrative Support
For projects that include construction scopes, your responsibilities will also include setting up purchase orders (P.O.s) and facilitating approvals for Accounts Payable. You will manage credit applications with Accounts Payable for new vendor accounts and track vendor certifications. Additionally, you will handle materials ordering and staging as per bid/contract or in coordination with the Site Superintendent, review timesheets, and coordinate approvals through construction operations. When applicable to our contract scope, you will also deliver Truck & Equipment weekly reports with construction operations and assist with monthly invoicing and quantity tracking.
Estimating and Bidding
You will assist with private and public sector estimating, bid preparation, and proposal writing as assigned. Coordination with construction operations and estimating teams will be necessary to ensure accurate and competitive bids. You will also track and complete any required reporting for other contracts.
Field Operations Support
In your role, you will provide support to field operations as needed, help generate project budgets, and interact with inspectors, such as measuring quantities, alerting the Project Manager to the need for change orders, and engaging with site visitors. Your involvement in project submittals to clients and assisting with various field tasks will be critical for smooth project execution.
Qualifications

* Bachelor's degree or equivalent in applied sciences, engineering, business, or similar field
* 2+ years of progressive experience in federal contracting, especially via scopes of work including applied science, engineering, or construction
* Ability to travel from home location (approximately 10% of the time)
* Experience with federal contract compliance and subcontractor management
* Experience with small business contracting goal compliance
* Exceptional organization skills and ability to manage multiple projects/ tasks
