Position TitleFederal Programs ManagerThe Federal Programs Manager collaborates with district leadership to support each district's effective allocation of resources and maximize the impact of federal funding and state funding on student achievement and district improvement initiatives. The Federal Programs Manager is responsible for collaborating with school districts and developing and managing federal and state grant applications and compliance for school districts, with a specific focus on Title IA, Title IC, Title IIA, Title IIIA, Title IVA, Title VI, Title IVB IDEA, Carl Perkins, and Quality School grantsPosition DescriptionThe Federal Programs Manager provides strategic leadership and oversight of all federal and state-funded programs, ensuring compliance, efficiency, and alignment with district goals. This role manages the development, implementation, and monitoring of federal programs, including Title IA, Title IC, Title IIA, Title IIIA, Title IVA, Title VI, Title VIB IDEA, Carl Perkins and state programs including Quality School grants. This role includes developing, writing, and monitoring grant applications, ensuring compliance with federal and state regulations, and aligning initiatives with district educational goals. The Federal Programs Manager collaborates with district leadership to support effective use of funds to enhance educational programs and student outcomes.Reports toExecutive DirectorMinimum Qualifications* Bachelor's degree and a minimum of 5 years of experience in grant writing, program coordination, or education administration, with a strong focus on federal and state grants or any combination of education and experience.* Master's degree in Curriculum and Instruction and/or Educational Leadership preferred* Alaska Teaching Certificate preferred* Experience with Title grants, IDEA, Carl Perkins, and Quality School funding is highly desirable* Alaskan experience preferredKnowledge, Skills and Abilities* In-depth knowledge of federal and state grant requirements, particularly Title, Carl Perkins, and Quality School regulations.* Expertise in career and technical education (CTE) funding and program management related to Carl Perkins grants.* Strong written and verbal communication skills.* Advanced organizational and project management abilities.* Proficiency in data analysis and budget management.* Ability to work collaboratively with diverse teams and stakeholders.Position Duties and ResponsibilitiesGrant Application Development and Submission* Collaborate with district and school staff to identify needs, establish goals, and outline program requirements for each grant application.* Lead the development, writing and submission of each grant applicationProgram Monitoring and Compliance* Oversee the implementation of grant-funded programs to ensure compliance with federal and state regulations* Collaborate with district and school staff to prepare and submit all required reports and documentation, ensuring all funded activities align with approved budgets and program objectivesStakeholder Collaboration and Communication* Serve as liaison between the district and federal/state agencies, providing updates on program requirements and changes in regulations* Develop materials for district leadership to facilitiate meetings and workshops to gather input from stakeholders and support alignment of grant-funded initiatives with district goalsParticipation in stakeholder meetings, teleconferences and student eventsOther duties as assigned to ensure program success and meet organizational goalsPosition LocationAlaska preferred. Eligible for remote workSalary$43-$47/hr. This position is for a 180-day contract Aug-June, prorated for the remainder of the 2024-2025 contract year. The number of days in the contract could be extended in 2025-2026 to include support to additional districts and/or support for other programs/services within the agency.Working HoursWork hours are typically 8:00am-4:30pm AKSTBenefitsSERRC offers an excellent benefits package, including State of Alaska retirement plans (TRS/PERS), health benefits, and sick and annual/personal leave, depending on the length of the employment contract. Employees who work 173 days or more during the contract year are eligible for full-time benefits. Employees who work between 115 and 172 days are eligible for pro-rated health benefits. Hourly employees who are scheduled to work 15 hours per week or less are not eligible for benefits.
