Job Description
Basic Purpose
Positions in this job family plan, coordinate, conduct, and organize compliance inspections and investigations on commercial licensees. This may include coordination with internal or external staff and partners to ensure inspections and investigations are conducted in accordance with regulations and laws. Provides guidance and direction on operating within the parameters of laws and regulations. Records all facets of an inspection or investigation in appropriate tracking system to ensure all actions are completed in a timely and accurate manner.
Compensation
$25,000 - $36,000 per year, depending on experience.
Typical Functions
The functions performed in this job family will vary by level, unit, and organization, but may include the following:
* Researches, understands applicable ordinances, regulations, laws, codes, and other relevant documents, such as plot plans, topographic maps, etc., to conduct thorough and accurate inspections or investigations.
* Conducts follow-up measures, such as additional inspections or investigation or surveys to confirm corrective actions are in process or have been completed bringing the licensee into compliance with applicable laws and regulations.
* Conducts inspections, investigations, and any required follow-up activities according to agency or regulatory standards. This includes the documentation, such a field notes and other related records, the collection and preservation of evidence, and the coordination of the inspection or investigation activities with internal and external partners and stakeholder, as needed,
* Recommends corrective actions, such as licensure revocation, fines, or penalties, as a result of the findings of the inspection or investigation.
* Prepares clear and concise technical reports based on the findings of the inspection/investigation. The report should include the analysis of the findings; identified problems and the solutions, corrective actions issued, and any follow up measures needed.
* Establishes and maintains effective working relationships with internal and external partners, stakeholders, and consumers.
* Prepares and delivers professional presentations to a variety of audiences to provide information regarding technical terms and concepts, complex issues, or other program related topics.
* Testifies in hearings and administrative and court cases.
* Assists Legal in the preparation of hearings and administrative and court cases.
Level Descriptor
This is the advanced level of the job family, where employees are routinely assigned responsibilities for advanced level work and perform tasks with greater independence. Employees at this level may be recognized as experts. Employees at this level will conduct inspections and report timely and accurately within the prescribed processes, procedures, and protocols. Due to the complexity of the inspections or investigations this position coordinates with other county departments and land use agencies to determine compliance of the licensee. Employees at this level serve as lead workers and provide guidance, mentorship, training and assistance to lower-level staff; and may represent the agency as directed.
Knowledge, Skills, Abilities and Competencies
Knowledge, skills and abilities required at this level include knowledge all rules, laws, processes, procedures, and protocols to conduct and complete cases assigned in an efficient and timely manner; of team dynamics and how to lead a team as Team Leader; and of supervisory principles and practices.
Skill required at this level include skill in the application of zoning, environmental, and building ordinances and other related documents, rules, regulations, ordinances, or laws to assigned cases; formulating and implementing creative solutions to resolves issues; and establishing and maintaining productive relationships with licensees, the general public, governing officials, internal and external partners and stakeholders.
Ability is required to communicate effectively; to foster a team-based, collaborative work environment by leading by example; provide formal and informal training and technical assistance to lower-level and internal staff, licensees, and internal and external partners and stakeholders.
Education and Experience
Education and Experience requirements at this level consists of a bachelor's degree in business administration, agricultural science, environmental science, criminal justice, public administration, public health, environmental science, or closely related field and two (2) years of experience conducting regulatory investigations in accordance with applicable principles and practices; or seven (7) years of professional experience conducting regulatory investigations in accordance with applicable principles and practices; or other comparable experience.
Special Requirements
Preference may be given for regulatory licensing program and relevant agricultural experience.
Preference may be given for experience with Microsoft Office, specifically Excel, Outlook, TEAMS, and Word.
