Examples of Duties Write specifications for new equipment and maintenance/service contracts; analyzes departmental operations against the potential value/cost savings of using contracted services for rehabilitation work; prepares annual operating budget requests for water distribution, wastewater collection and the meter shop; investigates complaints and difficult problem areas concerning the public interest; gives estimates on cost of commercial water connections, fire line connections and sewer connections; develops and maintains liaison with federal funding agencies; develops strategic planning for all functions associated with operation of the collection and distribution system; periodically inspects work in progress and upon completion; directs emergency programs; determines exact location of water and sewer lines for utility companies or contractors; attends meeting and participates on professional committees to maintain knowledge on current environmental and health laws and regulations; responds to emergencies as necessary. Typical Qualifications Any combination of education and experience equivalent to a bachelor's degree with specialization in civil engineering or extensive engineering or construction experience in water and sewer systems work. Ability to establish and maintain effective working and public relations. Previous supervisory experience required. Registration as a Professional Engineer in the State of North Carolina is desired. Possession of a Valid North Carolina Driver's License is required.
