Position Overview
The Division of Rehabilitation Services (DRS) is the state's lead division serving people with disabilities. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education and independent living. This administrator develops, plans, directs, manages and coordinates the operations and activities of the Bureau of Customer and Community Field Services overseeing staff throughout the state providing direct services in the Vocational Rehabilitation and Home Services Programs to individuals with disabilities to achieve or retain integrated competitive employment and live independently in the community. The Division of Rehabilitation Services is seeking to hire a dynamic and organized administrator with strong leadership skills to oversee the Bureau of Customer and Community Field Services.
Essential Functions
* Serves as Field Services Bureau Chief for Customer and Community Field Services, Division of Rehabilitation Services.
* Establishes operating goals and objectives for the Bureau.
* Serves as a member of the Division's Senior Staff with other top-level managers.
* Serves as full-line supervisor.
* Establishes and maintains cooperative and effective liaison relationships with and among other Bureaus, Sections, Units and Divisions in DHS, State and Federal agencies, the public, professional and lay groups and employees.
* Consults with other managers in the proper interpretation and application of statutes and Departmental rules and regulations.
* Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
* Requires knowledge, skill and mental development equivalent to completion of four (4) years college with course work in a social or human services field.
* Requires four (4) years progressively responsible administrative experience in a health or human services organization.
Preferred Qualifications
* Master's degree in rehabilitation, rehabilitation administration, or closely related field.
* Four (4) years of professional experience with administering a rehabilitation service-delivery program for persons with disabilities for a public or private organization.
* Four (4) years of professional experience working with federal statutes related to rehabilitation programs such as the Rehabilitation Act and amendments, the Social Security Act, Individuals with Disabilities Education Act (IDEA), Workforce Innovative Opportunities Act (WIOA), and the Americans with Disabilities Act, etc.
* Three (3) years of professional experience interacting with and communicating clearly and tactfully with a wide range of individuals that may include employees, state agency officials, the public, internal and external stakeholders, community service providers, professional and lay groups and employees.
* Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, and preparing and signing performance evaluations.
* Two (2) years of professional experience analyzing legislation and program outcomes and providing recommended changes to policies, rules, and programs for a public or private organization.
Conditions of Employment
* Requires ability to travel in the performance of duties, with overnight stays as appropriate.
* Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
* This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
