General Job Description
Utilizing a background in real estate appraisal. USPAP and mass appraisal, supervises the Appraisal division staff to ensure an organized procedure for listing and valuation of residential and commercial property in County for ad valorem tax purposes Responsible for the training and education of office personnel in the use of our CAMA valuation systems as well as supplemental programs to assist in daily tasks. Directs and supports work for processes in the Appraisal Division. Is also the Assessor Office Safety Officer. Reports to the Deputy Assessor.
Duties for this Position
* ESSENTIAL JOB FUNCTIONS
Analyzes activities of the Assessor's Office to communicate essential needs of staff in performing duties related to listing, appraising, and instructing, assigning, reviewing and planning work of others: maintaining standards, coordinating activities. Serves as direct supervisor of the Lister Coordinator and Chief Appraiser, for the lister and residential appraisal field staff. Serves as the direct supervisor of the commercial appraisal staff. Must understand present workflow and evaluate to develop procedures to efficiently utilize electronic data capture/transfer. Interacts with taxpayers on appeals as the first level of escalation in the conference process. May from time to time be required to testify before various boards as well as the Administrative Law Court or any other court where a valuation appeal may be heard.
Objective: Automation and high efficiency to increase production to produce accurate assessments with the most precise data possible for reliable appraisals for ad valorem purposes. Work closely with Assessor's office staff and GIS to implement programs to enhance the use of GIS and CAMA in real property assessment. Assist Appraiser Listers with property listings, suggests resolutions. Assist in implementing training programs for staff members. Submit periodic reports to Deputy Assessor regarding volume, quantity of production and usability of new software packages. Maintains a file on each motor pool vehicle to ensure they meet all necessary safety requirements. Must have power user capabilities with CityWorks software to efficiently manage workflow to appraisal and support staff. Receive, review, prepare, process tiles and/or submits a variety of documents and reports including building permits, special assessment applications, review documents, production reports, manpower requests, memos, employee evaluations, etc. Interacts and communicates with various groups and individuals involved in the operation of the department including immediate supervisor. Deputy Assessor, Assessor, co-workers, subordinates, building inspectors, realtors, brokers, tax representatives, planners, other County personnel. Operate a motor vehicle and an assortment of machinery and equipment in the performance of daily tasks including a computer, calculator, measuring tape, telephone, etc. Appraisal/Lister
Position Minimum Requirements
* MINIMUM TRAINING AND EXPERIENCE
Bachelor's degree in business, finance, mathematics, real estate appraisal, or a related field, supplemented by five (5) to eight (8) years of experience in real estate appraising; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Requires one to two years of supervisory experience. Requires two years or more teaching or instructional experience. Certified as SC Certified General Real Estate Appraiser or SC Certified General Mass Real Estate Appraiser or an equivalent combination of education and experience. Must possess a valid South Carolina driver's license.
