Job Description:
SUMMARY

Responsible for the overall implementation and management of Maternal Child Health (MCH)programs in the Montgomery County Office of Public Health (OPH). In collaboration with internal and external partners, identifies gaps and needs in Montgomery County MCH populations and collaborates with partners to fill gaps and address disparities by connecting resources and programs. Oversees, monitors, and evaluates the programs to ensure that protocols, policies, procedures, documentation, and outcomes meet program standards. Provides direct supervision to a multidisciplinary team that includes the Community Environmental Coordinator, Maternal Child Health Public Health Nurses, Environmental Health Specialist and Community Development Coordinator. Serves as a strong representative of the agency and programs and collaborates with community members to strengthen the referral pathway and ensure a continuum of care for clients and their families, with the goal of improving Maternal Child Health in the community.

This is considered an Essential Position within the Office of Public Health. Essential Employees are obligated to report to work as scheduled or remain at work during emergencies. Essential employees carry out essential job functions or assigned emergency duties which may involve assignments within the Department Operations Center, Emergency Operations Center, deployment to a field location to participate in public health activities, or other duties as required during periods of emergency. If received, emergency assignments may be performed under adverse conditions and continue for periods ranging from a few hours to several weeks, months, etc.ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Uses internal and external data to identify gaps in MCH services and MCH populations. Supports and leads collaborative initiatives to prioritize and address gaps;
  • Provide vision, leadership, and technical support to the Montgomery County Maternal and Early Childhood Consortium (MECC), which is the primary MCH vehicle to improve MCH health and outcomes in Montgomery County
  • Select, train, supervise, and evaluate MCH Program staff, including Public Health Nurse Home Visitors in accordance with departmental policies;
  • Maintain a regular schedule of reflective supervision with staff;
  • Provide on-going support and direction to staff to ensure a professional work environment;
  • Monitor staff and programs to verify compliance with program grant requirements and contracts;
  • Ensure the effective implementation of evidence-based Maternal Child Health programs, such as Title V funded maternal child health and other programs that will positively impact MCH outcomes in Montgomery County;
  • Conduct program planning, evaluation, policy development, grant writing, data collection, report writing and budget monitoring for OPH's MCH Programs;
  • Co-chair the Montgomery County Maternal and Early Childhood Consortium (MECC), including overseeing MECC meetings, Task Forces, events, and stakeholder relationships;
  • Act as a department representative or liaison when attending or participating in meetings, conferences, committees, and task forces, such as the Montgomery County Child Death Review Team, PA Perinatal Partnership, etc.;
  • Manage s OPH's MCH Grants and Programs, including home visiting programs, Asthma and Childhood Lead Poisoning Prevention, MECC Central Intake and other MCH initiatives;
  • Meet utilization and outcome goals for each program;
  • Collaborate with other county program offices, community agencies, and other community partners to improve MCH outcomes in Montgomery County;
  • Respond to queries from the public on MCH issues;
  • Other related duties, as required.
QUALIFICATION REQUIREMENTS

  • Demonstrated evidence of visionary leadership with collaborative partners to bring about change;
  • Demonstrated evidence of using quantitative and qualitative data to identify gaps in services leading to change;
  • Demonstrated experience of successful grant writing and program implementation.
  • Experience in grant reporting and budget monitoring;
  • Minimum of 5 years of relevant experience, such as MCH Program development, implementation, and evaluation; successful grant writing;
  • Excellent oral and written communication skills;
  • Excellent organizational and management skills;
  • Must be proficient in the use of computers;
  • Must possess thorough knowledge of the County and County agencies;
  • Duties require travel throughout the County; must have reliable means of transportation;
  • Good inter-personal, oral and written communications skills are required;
  • Must be accurate, detail-oriented, and well organized;
  • Must project a professional demeanor, always;
  • Ability to operate a variety of office equipment.
Knowledge and Skills
  • Bachelor's degree in Public Health/Social Work, Master's degree preferred;
  • Demonstrated experience with management of state and federal grants.
