Department: Sanitation Recruitment Range: $39.05-$45.39 hourly dependent on knowledge and experience Minimum Preparation for Work: Graduation from an accredited college or university with a Bachelors Degree in accounting, finance, business administration or related discipline; Five (5) years of pertinent experience, three (3) of which must have been in a supervisory capacity within finance; Or Combination of education, training, and/or work experience equal to or greater than the requirements listed above as determined by Human Resources. Necessary Special Requirements: Possession of an appropriate driver license for equipment operated and any license, training or certification required by law or regulation to complete assigned tasks. Certification as CGFM or CPA preferred. Nature of Work: This is a highly professional and administrative work in the area of accounting and financial operations for Sanitation Services. The Administrator of Finance must exercise considerable judgement in preparing and managing operating and capital budgets, forecasts of revenue and expenses, and reporting of accounting data. Independent judgment and initiative are required. Work is assigned and evaluated by the Sanitation Services Director. Examples of Work: Plans, organized, coordinates and supervises the work of subordinate employees. Manages the finances and accounting reporting for the Sanitation Services department. Controls the expenditures of departmental appropriations. Prepares and monitors the annual budget. Following the budget process and schedule as given by City Finance Department. Prepares technical and administrative reports. Analyze financial issues and make appropriate recommendations. Assists with the selection of personnel for the department, participates in the training and development of personnel, and interacts with other senior management personnel for various personnel matters (i.e., disciplinary action, etc.). Assists with analysis and calculation of Sanitation rates, fees and other charges. Assists with managing emergency situations. Prepares, monitors, and tracks reimbursements and reconciliation of all Federal, State, FEMA, and Grants awarded to Pensacola Energy. Assists with the development and implementation of strategies to support the growth and continuous improvement of Sanitation Services. Assists with the negotiation and preparation of contracts, leases, and agreements. Formulates financial related policies and procedures with the concurrence of the Sanitation Services Director. Acts as a liaison with Federal, State, local, and other agencies. Performs related work as required. Knowledge, Skills and Abilities: Knowledge of pertinent principles, practices, methods, materials, tools and equipment applied in the specified field. Knowledge of generally accepted accounting principles, practices and budgeting principles. Knowledge of pertinent Federal, State and local laws and ordinances governing the activities of the department. Knowledge of departmental rules and regulations. Knowledge of City rules and regulations, policies and procedures. Self-motivated to meet necessary deadlines. Organizational skills to manage multiple assignments. Ability to exercise good judgment in evaluating situations and making decisions. Ability to speak and write effectively. Ability to prepare clear, concise, and comprehensive reports, tables and charts. Ability to establish and maintain effective working relationships with associates and the general public.
