Job Overview The Finance and Administration Manager reports directly to the Center Director. Provides leadership, organization, and resources to Center support departments including finance, procurement, property, maintenance, security/transportation, student records and food services. Directly supervises the IT Specialist, Safety/Security Supervisor, Buyer, Property Warehouse Coordinator, Food Services Supervisor, Maintenance Supervisor, Records Supervisor and an Administrative Assistant. Ensures quality services in all areas of the directorate and a safe, secure, and healthy environment for students and staff. Assists the Center Director with the overall management of the Center in compliance with government, corporate, and management directives. Work Model: Onsite/In-Office Responsibilities Essential Duties & Job Functions: Plan, coordinate, and manage the finance and administrative services of the center and coordinate with other departments to ensure overall compliance with center objectives, to ensure quality services to students and contractual compliance. Oversee the management of food services including cafeteria operations, special food services, menu planning, inspections, and quality delivery of services to students. Oversee, coordinate and support the maintenance of the center facility, including building maintenance, inspections, preventive center maintenance, construction and projects, and CTST projects. Oversee all finance and procurement functions in compliance with government and corporate policies, safeguard the integrity of financial assets and ensure timely and accurate reporting as required. Oversee and maintain accountability of all property and conduct and document the required property inventories. Provide management oversight to all property custodians and ensure compliance with regulations and center policy. Ensure students' records are maintained in accordance with the Policy and Requirements Handbook; ensure Center Information System (CIS) process is compliant with regulations and policies. Establish financial acquisition controls and evaluate potential program expenditures; direct the efforts of the procurement area in administration. Develop and maintain Risk Assessment Plan, Center Safety Plan, Occupational Safety and Health Administration (OSHA) Compliance activities and logs, Facility Utilization Plan, Energy Conservation Program, Center for Environmental Excellence and other assigned programs/plans. Develop and implement new and revised policies and procedures affecting operational activities on Center. Coordinate with Center departments to ensure compliance with overall Center objectives. Provide departmental staff training as required. Evaluate staff performance and implement departmental staff changes as approved by the center director and coordinated with the human resources manager. Ensure departmental staff is in compliant with staff training requirements. Participate in required staff training. Assist the Corporate Finance Team in developing the overall center budget and completing Job Corps budget reports in compliance with government requirements. Develop finance and administration departmental budget; monitor and control expenditures. Review and recommend changes to budget authorizations. Set priorities of spending for each subordinate department. Oversee departmental open annual contracts and ensure compliance with contract resource allocation. Provide management oversight for evaluating staff performance, departmental hiring and staff discipline. Provide supervision and oversight of the OA/CTS contract. Directly supervise the OA/CTS manager. Provide guidance and resources to the Center's recruiting and placement efforts. Provide assistance with center and OA/CTS outreach efforts to promote the center, and serve as spokesperson for Job Corps. Provide supervision and oversight of the Records Department, directly supervising the Records Supervisor. Ensure the accuracy and timely reporting of student accomplishments and credits. Maintain accountability of students; adhere to safety practices. Cultivate and maintain a climate on Center that is free of harassment, intimidation, and disrespect to provide a safe place for staff and students to work and learn, Monitor student progress in the program by ensuring compliance with established corporate and Department of Labor (DOL) Data Integrity guidelines. Serve as Center's data integrity officer. Promote student attainment of career success standards through modeling appropriate skills, mentoring students, monitoring, skills acquisition and intervening when inappropriate behavior is observed. Serve as Acting Center Director when required. Other related duties as assigned. Job Requirements Mandatory: Bachelor's degree in finance, business administration or related field. Four (4) years related experience, two of which should be in a management capacity. Proficient in the use of Microsoft Word, Excel, and Outlook at an intermediate level. Successfully pass any background check and/drug test required on the contract. Ability to obtain & maintain valid Driver's License and an acceptable driving record.
