The Department of Local Services is seeking an innovative leader to guide the finance, accounting, and payroll teams in the Road Services Division (the division). The Finance Manager will oversee all budgeting, financial planning, accounting, internal control, financial management, payroll, internal and external financial reporting, and data stewardship for the division's operating and capital programs. The position will work closely with program leaders in the division and report directly to the Department of Local Services' Chief Financial Officer.
As the financial leader supporting the division, the position will have the opportunity to work closely with department and division leadership to offer creative solutions to the unique challenges of facing the division, which include maintaining and constructing critical infrastructure leveraging existing resources and taking action to solve the long-standing structural funding gap.

Job Duties
* Supervise, mentor, and lead a team of professional staff.
* Manage the financial planning, tracking, budgeting, accounting, and reporting functions for the division's operating and capital funds.
* Serve as the financial subject matter expert and act as a key financial advisor to the division.
* Develop and implement the division's financial policies and procedures.
* Manage relationships and coordinate with partner agencies on financial matters, revenue transfers, and internal service rates.
* Oversee the development and implementation of long-range financial plans, including identifying and projecting potential future revenue sources.
* Analyze resource levels and the impact on the division's current and future operations.
* Present budget and financial information to a variety of audiences, including division management and staff, executive and legislative staff, auditors, and external groups.
* Collaborate with staff on the development of the division's business plan including performance indicators and outcome measures.
* Support the advancement of the County's Equity and Social Justice Strategic Plan, and ensure that the principles of the ESJ plan are reflected in all aspects of the division's financial processes and decisions.
* Incorporate equity, race, and social justice principles into analysis to advance outcomes for historically and systemically marginalized communities.
* Participate in the implementation of emerging technology and tools to manage Road's programs including business intelligence and capital program management tools.
* Oversee division audit management including response and implementation of internal controls.
* Review pending state and federal legislation for financial impacts to the division and County.

Experience, Qualifications, Knowledge, Skills
Minimum Qualifications:
* The ideal candidate will have a bachelor's degree in Finance, Accounting, Business, Business Administration, Public Administration or related degree and more than five years of increasingly progressive public sector budget and financial management experience, including the development/oversight of complex budget and financial plans OR any equivalent combination of experience and education that provides the applicant with the skills, knowledge and abilities required to perform the work.
In addition, a successful candidate will possess:
* Advanced knowledge of generally accepted financial, accounting, budgeting, procurement, contracting, auditing and internal control principles and techniques, and reporting systems.
* Outstanding presentation and written communication skills. This includes the ability to communicate and present effective budget and financial presentations to varied audiences, including senior leadership, elected officials, and the public. Experience distilling complex budget and finance concepts and practices into a form that is easily understood by non-financial audiences.
* Experience in managing/supervising/developing diverse and professional work groups, including the ability to build effective teams; manage conflict; and manage with vision and purpose.
* Demonstrated analytical, problem solving, decision-making, and strategic planning skills.
* The ability to work on multiple projects simultaneously, involving diverse financial or administrative disciplines and topics.
* Skill in preparing, reviewing, and interpreting financial and policy reports.
* Exceptional analytical skills and attention to detail.
* Awareness of strategic, programmatic, and political implications of financial policy.
* Substantial experience in public sector operating and capital budget development, administration, and finance.
Desired Qualifications:
* Master of Public Administration (MPA) or Master of Business Administration (MBA).
* Advanced knowledge of King County budget and financial processes. Experience with Hyperion budgeting modules, Oracle Enterprise Business Systems (EBS), and PeopleSoft HCM payroll and personnel management systems.

WORK SCHEDULE:

EMERGENCY DESIGNATION STATUS:
Mission Critical - Those employees who provide, maintain, and re-establish essential county functions as described in agency Continuity of Operations plans.
Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

TELEWORKING REQUIREMENT:
This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work.
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
