Manager, Contract Administration
Manages a team within the department. Manages deliverables, reporting and revenue forecasting for government contracts typically of >$5M annual billing. Ensures timeliness, quality and FAR compliance.
Ensures all financial transactions, systems and procedures comply with government regulations and standards. Serves as a point of contact for internal and external clients.
A day in the Life:
* Manages staff, which may include interviewing and selection, job description preparation, professional development, goal setting, performance management, coaching and mentoring, employee counseling, and separations. Approves courses of action on salary administration, hiring, corrective action, and terminations. Reviews and approves time records, expense reports, requests for leave, and overtime.
* Manages FAR compliance on government funded contracts. Manages contract deliverables and deliverable tracking.
* Manages contract specific financial reporting and revenue forecasting.
* Oversees tracking of timeliness and quality of deliverables and provides necessary metrics reporting.
* Contributes to proposal budget planning and justification.
* Identifies and resolves issues related to contract modifications, contract values and contract deliverables.
* Ensures audit-readiness and provides documentation for A-133, DCAA, NIH and DOD annual audits.
* Participates in the development and/or implementation of process improvements.
Keys to Success:
Education
* Bachelor's degree or equivalent and relevant formal academic / vocational qualification.
Experience
* Previous experience that provides the knowledge, skills, and abilities to perform the job (comparable to 5+ years' experience).
* 1+ year of leadership responsibility.
* In some cases an equivalency, consisting of appropriate education, training, and/or directly related experience will be considered sufficient for an individual to meet the requirements of the role.
Knowledge, Skills, Abilities
* Government Audit, FAR and Defense Federal Acquisition Regulations experience/knowledge required
* Firm knowledge of government contracting process (i.e. drafting, review, etc.), GAAP, financial conditions and government regulations/compliance
* Effective financial reporting skills with a firm understanding of budgeting and forecasting and the ability to interpret data with attention to detail and analytical and investigative skills
* Ability to use Lawson and other financial systems
* Strong organizational, judgment, analytical, decision-making and interpersonal skills to manage complex projects in parallel and manage rapidly changing priorities
* Skilled at contract negotiations, startup, implementation and close-out
* Effective computer skills, including the use of Microsoft (MS) Word and MS Excel
