Job Description:
The Finance Division Manager (FDM) is responsible for the development, implementation, planning, staffing, and policy for all accounting and financial functions for the Department of Human Services in a high-performance teamenvironment with an emphasis on customer services. The FDM is responsible for creating and maintaining a culture of integrity and transparency within the department.DUTIES:Directs and oversees the preparation of all financial reporting, budget preparation, and accounting activities necessary for compliance with County, State, and Federal accepted standards. Monitors department expenditures of budgeted funds. Prepares and/or reviews a variety of required financial and statistical reports monthly, quarterly, and annually.Participates in the Executive Management Team for the department, advises the director and team on financial matters. Serves on various committees with State and County representatives for the purpose of determining and making recommendations on many Human Services challenges including the determination of the most equitable methods of funding to the counties for Human Services programs through the State block allocations.Develops the Human Services budget in conjunction with the County, State, and Federal fiscal years. Works with management across the department for each program and area information to prepare a fully robust budget. Monitors and reviews fiscal changes to maintain balance and to inform the director and the Executive Management Team of budget status.Works effectively with elected officials and other employees throughout the County in the achievement of the department mission. Communicates complex issues successfully.Trains, coaches, counsels, and develops the leadership team of the division towards achieving a continued high-performance team. Encourages the development of cross-functional working relationships and enhancements of the skills of all employees so that tasks are addressed effectively and efficiently.Develops performance plans, monitors performance, and prepares performance evaluations that support the strategic plan of the division and the department. Supervisory duties also include hiring, professional and career development, selection, promotion, and recommendations for demotion and termination. Develops a high-performing team through management and leadership.REQUIREMENTS:Skills, Abilities, and Competencies:Knowledge of the principles of specialized accounting areas such as governmental funds, grants, debt service, capital assets, internal controls, and risk management; Generally Accepted Accounting Principles (GAAP); Governmental accounting concepts - familiarity with the pronouncements of the Governmental Accounting Standards Board (GASB), Governmental GAAP, American Institute of Certified Public Accountants (AICPA), OMB Super Circular.Ability to prepare comprehensive financial statements, footnotes, and special reports with knowledge and competency in the use of PC software, county, and state computer systems such as CBMS, TRAILS, CFMS, Excel, Word, Access, or the ability to learn these applications and any other appropriate applications.Ability to analyze complex financial transactions and accounts, explaining relevant trends and resolving any errors, as well as the ability to analyze programs/procedures and make necessary changes as appropriate.Ability to direct and evaluate the work and performance of others; ability to work accurately, independently, and in an organized manner. Must have the ability to set and monitor priorities to meet many deadlines.Excellent management ability in a diverse, team/work-group environment, as well as the ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with department heads, contracted auditors, consultants, financial institutions, professional peers, supervisors, other employees, and the general public.This position requires the application of a broad range of accounting, auditing, budgeting, and analytical knowledge and ability. Applications of accounting standards and theory are made daily as is analysis of many facts in relation to a wide variety of complex situations. Work is often with no one source having the definitive answer.Position requires a high degree of independent planning, organizing, researching, and development for special projects. Strong leadership and management skills with interpersonal skills.The ability to communicate financial information to others in a way that makes it relevant and to increase the understanding of the importance of the material. #J-18808-Ljbffr
