Budgeting and Financial Oversight
- Lead the preparation of the annual operating and capital budgets, ensuring alignment with strategic priorities.

- Ensure transparency and accuracy in reporting to stakeholders, including senior leadership, boards, and external agencies.
Audit and Compliance
- Oversee compliance with GAAP, GASB, and other applicable financial standards.
- Lead the organization's annual audit process, preparing detailed and accurate reports to stakeholders.
- Maintain internal controls and ensure adherence to all relevant federal, state, and local financial regulations.
Debt Management and Capital Improvement
- Oversee debt issuance and management, working closely with credit rating agencies to secure favorable bond ratings.
- Develop and implement capital improvement plans to support the organization's infrastructure and growth needs.
Policy Development and Risk Management
- Create and enforce financial policies to mitigate risks and optimize operations.
- Monitor regulatory changes and adapt practices to ensure ongoing compliance.
- Evaluate financial risk and develop strategies to address potential vulnerabilities.
Leadership and Collaboration
- Direct and oversee the Finance Department, fostering a culture of collaboration, accountability, and excellence.
- Supervise, mentor, and develop staff, ensuring professional growth and strong performance.
- Represent the organization at public meetings, presenting financial data and ensuring transparency.
Education and Experience
Required:
- Bachelor's degree in Business Administration, Accounting, Finance, Public Administration, or a related field.
- A minimum of 8 years of progressively responsible experience in financial management, preferably in the public sector.
- Proven experience managing and supervising professional staff.
Preferred:
- Master's degree in a related field (e.g., MBA, Public Administration).
- Professional certifications such as CPA, CGFM, or CGFO.
