Position Title: Finance Manager Position Status: Full-time Vacancies: 1 Supervisor(s): Senior Director of Finance Location: Washington, DC. This position is in-person and is based in Washington, D.C. and employees must be based in or near Washington, D.C. for the tenure of their employment. Annual Salary Range: $89,250 (minimum) - $93,213 (maximum). PartnersGlobal offers a competitive salary and benefits package. This position is covered under a Collective Bargaining Agreement between PartnersGlobal and the Office and Professional Employees International Union, Local 2, AFL-CIO. POSITION OVERVIEW: Under the supervision of the Senior Director of Finance, the Finance Manager is responsible for the financial management of specific projects assigned to the role. This position will work with projects and field offices across the organization, and cross-functionally with programmatic, financial, and operational staff to ensure the program achieves its deliverables timely, effectively, and efficiently. The position will manage financial reporting and analysis, project budgets, project audits, cost proposals, and lead financial system data entry, ensuring compliance with donor and PartnersGlobal policies regarding the use of funds. DUTIES AND RESPONSIBILITIES: Responsibilities include but are not limited to:
  • Financial Reporting & Analysis: Produce accurate and compliant donor financial reports by the due date; produce monthly budget vs actual reporting; participate in annual audits as needed.
  • Budget Management: Support annual budgeting process, meeting institutional deadlines; Manage project expenditures to ensure they are being spent appropriately; Perform monthly budget updates.
  • Business Development: Lead the cost proposal process for fundraising efforts, ensuring donor guidelines and institutional policies and procedures are adhered to in the cost proposal. Participate in business development processes and/or provide other financial support as required during proposal development.
  • Awards Management: Manage the incoming award process, ensuring all donor agreements, amendments, and other revenue sources are accurately reflected in PartnersGlobal financial systems.
  • Compliance Management: Maintain and apply knowledge of donor rules and regulations (including but not limited to 2 CFR 200, USAID ADS 303). Advise and provide training to implementation teams on best practices, compliance and risk management and mitigation strategies and tools. Provide guidance regarding reporting requirements to donors. Work with Program Teams to conduct regular oversight of field office operations to ensure compliance with regulatory environment and contractual obligations.
  • Knowledge Sharing: Provide leadership in financial management training, mentoring, monitoring, reporting, and financial systems strengthening. Mentor and supervise finance and other staff engaged in finance activities as needed.
  • Other Support Tasks: Travel to country field offices and donor offices as necessary. Other duties as assigned. Key Performance Indicators:
    • Demonstrated understanding of federal compliance requirements, and evidence of experience in the design, development or enhancement of compliant policies, procedures, and training documents.
    • Demonstrated knowledge of generally accepted accounting principles, practices, and procedures.
    • Excellent verbal and written communication skills for use in preparing information, clarifying situations, resolving problems, and for use in preparing a variety of correspondence and reports.
    • Ability to identify and analyze complex accounting/contract/grant information or problems in an objective manner and derive logical conclusions to provide a sound basis for establishing priorities, selecting appropriate courses of action, and resolving conflicts.
    • Demonstrated project management and organizational skills to set priorities, establish deadlines, and follow through in a timely manner, to organize files and records for easy access and tracking.
    • Ability to compose reports, presentations, memos or other written documents based on analysis of information, presented in an organized, logical, and concise manner. QUALIFICATIONS:
      • Experience: 3-5 years of related experience in contract/grant area with donors such as U.S. Government (e.g., USAID, DOS), foundations, and private donors. Proven track record in key finance areas, including business performance management, financial reporting, and business controls. Proficient in MS Excel and accounting software.
      • Preferred Experience: Highly developed collaboration, management, and leadership skills. Strong logistical attention to detail and multi-tasking skills. Ability to work effectively as part of a team with all levels of staff. Demonstrated ability to supervise and motivate staff and delegate as needed to achieve objectives. Knowledge of the organization's mission and program areas.
      • Education and Language: Bachelor's degree in finance, accounting, business, NGO management, or the equivalent skills through work in this area of specialization. Relevant master's degree (business or finance) preferred. Full professional fluency in written and spoken English. Fluency in Spanish required. Other languages including Portuguese, French, Arabic, Hindi, Urdu or Slavic languages a plus.
