This position also assists in preparing, posting, reconciling, and reviewing of journal entries; reviewing and reconciling the trial balance, preparing related accounting schedules, financial statements, supporting documents, and routine monthly and budget reports in addition to other ad hoc report; compiling figures and reports for use in the company financial report analysis and audits (internal as well as external); Examples of Duties This position is directly accountable to the Director of Finance. This position directly supervises the unionized payroll department employees including the Assistant Payroll Administrator, Timekeepers, and Payroll Specialist and is an integral part of the Finance team by:
Implements, maintains and reviews payroll processing system to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes and other deductions.Directly supervises payroll personnel in the Hartford Division as well as providing workflow oversight to personnel in other divisions.Produces weekly payrolls, employee paychecks, garnishments, financial statements, semi-annual and annual reports, W-2 forms, deduction summaries, payroll tax returns, and other computerized Payroll Department reports.Performs lead responsibilities for day-to-day operation and maintenance of the Payroll Department's multi- user computer system to support key payroll and accounting functions. Provides assistance to other users of the system as required.Develops, implements and updates as necessary, payroll and related procedures; monitors compliance with established procedure in all payroll operations. Instructs and provides training for back-up and other staff users.Oversees updates to pay and deduction fines for all employees to reflect changes in wage rates, withholding, etc. Inputs financial data to update database for producing all required monthly and semi-annual reports.Performs the necessary back-up and maintenance of computer files and software for the department's multi- user system.Implements program changes as needed and/or coordinates with internal and external IT professionals to resolve operating problems and eliminate program errors. Participates directly in the installation, operation and maintenance of new computer systems for payroll and other company systems. Provides data processing support for payroll functions.Assists other Managerial staff in the Finance Department in maintaining the General Ledger and Payroll processing systems (inclusive of Account Payable, Daily Receipts Accounts Receivable, Journal Entry Preparation, Account Reconciliation, Forecasting, Budgeting, collective bargaining document preparation, Financial Statement preparation and Monthly Operations Analysis being some of the components thereof).Assists in supervising the accounting operation of the Finance Department and finance employees including the Pre-Paid Fares Coordinator, Smart Card Specialist and Accounts Payable Specialist positions. This includes disciplinary action, counseling, commendations.Performs other accounting or administrative functions as assigned by the Director of Finance in such areas as special project reporting, revenue analysis inclusive of maintaining the systems integral to Fare collection.Acts as the departmental Auditor for Payroll or Accounting matters.Assists the Director of Finance, other Finance Managerial & Supervisory staff with interview panels and departmental hiring decisions.Review and adherence to policy and procedures with the ability to suggest and implement process improvements.Compiles various statistical data for reporting to management and outside agencies.Work cooperatively with all levels of personnel.Attends in-service training, seminars or other opportunities for professional development as made available by the Agency. Provides training for Agency personnel as required. Actively participates in staff meetings, trainings, etc.Has thorough working knowledge of Agency policies and procedures.Serves as a backup to the Director of Finance when needed.Assist other departments and divisions as assigned.Additional administrative duties as assigned.Other duties and responsibilities as assigned. Qualifications
Minimum possession of a bachelor's degree in Business Administration, Accounting, Finance, Economics, or a closely related field and five (5) years of relevant work experience is required.An equivalent combination of education and work experience on a year for year basis can be substituted for the 4-year degree requirement. Experience supervising other employees is required. Experience supervising in a union environment is preferred.This position requires the ability to make decisions, independent judgment, establish and adjust priorities, excellent communication skills (especially verbal), interpersonal skills, tact and diplomacy. Ability to work both independently and in a team environment is essential.Ability to learn procedures that require a high degree of responsibility, accuracy, timeliness, and precision.The employee must be able to undergo a satisfactory credit check, & security review.A valid drivers' license is required. Individual may be required to travel in the course of their daily work.Advanced knowledge of MS Office programs (Excel and Word) with the ability to quickly learn legacy internal software programs.
