Location: Columbus,GA, USA
This position is responsible for performing financial management duties in support of Public Works operations.
* Focus on the City's budget process, as well as the daily balance and reports of all line items as utilized by the various 12 divisions in the Public Works Department.
* Develops, enhances, and maintains standards, guidelines, and procedures pertaining to Cash Management.
* Verifies all daily cashiering reports.
* Reviews and audits records on daily bank statements; audits teller reports; supervises petty cash disbursements.
* Acts as Liaison for banking and merchant processing contacts.
* Review processing control systems to ensure compliance with policies, plans, laws, and regulations.
* Review procedures for adequate internal controls and safeguards; provide advice and guidance on correcting deficiencies.
* Creates graphs, spreadsheets, tables, graphics, and summary text to provide information to management.
* Manages the receipt, accounting codes for allocation, and deposits of all Public Works cash receipts this includes bus is not limited to Waste collection Fees, Landfill Fees, Animal Control Fees, Cemetery Fees, Tree Fee's etc.
* Manages the receipt, accounting codes for allocation, and deposits of all Public Works cash receipts.
* Assists and provides data to internal and external auditors.
* Acts as liaison for all aspects of the waste collection fees which includes the adding, removal or reimbursement of waste collection fees for residential and commercial accounts. As well as the validation of the addition of fees assessed due to the tree for fee program and or the purchasing of an additional cart.
* Serves as a backup to the Investment Officer by monitoring daily cash flow and forecasting the availability of funds.
* Performs special projects requiring research and written reports.
* Performs other related duties as assigned.
* Knowledge of Generally Accepted Accounting Principles.
* Knowledge of the principles and practices of budgetary development and management.
* Knowledge of government payroll rules and regulations.
* Knowledge of financial management practices in the exhibition/public entertainment facility field is consistent with federal and state laws and municipal policy.

Bachelor's Degree in Finance, Accounting, Business Administration, or a related field is required. Experience sufficient to thoroughly understand the work of subordinate positions and to be able to answer questions and resolve problems, usually associated with one to three years of experience or service.
The work is typically performed while sitting at a desk or table. The employee must occasionally lift light objects. Additionally, the following physical abilities are required:
