Job Description:
Job Summary: This position is responsible for contributing to the activities related to LUMA's preparation of various critical financial related matters to comply with reporting obligations under the T&D OMA. While working in collaboration with internal LUMA departments, this position facilitates external stakeholder interactions, formal communications, and reporting. This role involves contributing to the preparation of annual budgets, fiscal plans, capital improvement expenditures, rate cases and other financial related aspects to LUMA that are required by regulators and LUMA partner agencies. This position will coordinate with internal and external stakeholder reporting that LUMA prepares in compliance with the T&D OMA or as required by the Regulatory framework it operates in. This position will interact with various departments, such as Regulatory, Finance, Legal, System Operations, Capital Programs, Procurement, Customer Experience, and others, ensuring alignment with the deliverables at hand.Job Description: ESSENTIAL JOB DUTIES
  • Perform annual budget analysis for LUMA and assist in coordinating with all relevant parties and coordinate its creation.
  • Understand Finance and Accounting related topics within the context of how LUMA utilizes the funds available to it, how funds are moved within the various available accounts and departments, and how these are reflected in the Financial Systems.
  • Assist in the coordination across all LUMA and other private and public operators on building a comprehensible annual fiscal plan that encompasses a variety of planning and forecasting exercises to determine future fiscal needs of the electrical system that align with set goals.
  • Support, when necessary, the rate case process which helps determine the share of service costs that consumers of electricity will pay, which in turn directly impact future budgeting and fiscal planning cycles.
  • Assist on ad hoc financial related requests throughout the fiscal year by regulators and partner agencies as they relate to budget, fiscal plan, rate cases or other regulatory financial related matters.
  • Prepare responses to and correspondence from government stakeholders.
  • Demonstrate an understanding of LUMA's obligations outlined in the T&D OMA.
  • Understand LUMA's relationship with external governmental stakeholders.
  • Draft formal communications and reports to external government stakeholders in strict compliance with LUMA's T&D OMA obligations, ensuring timeliness and completeness.
  • Follow all policies and procedures
  • Other duties as assigned.
  • Perform major storm restoration work and associated drills as assigned.
Additional Job Description: EXPERIENCE: Required Education and Experience
  • Bachelor's degree in Business, Economics, Law or another relevant field. Masters' degree is preferred.
  • 2-3 years of related work experience including 1+ years of regulatory and/or utility industry experience or an equivalent combination of education and experience.
  • Understanding of Budgets, business and fiscal plans, cost accounting, pricing or rate definition preferrable.
  • Strong English editing and writing skills, with the ability to draft formal legal documentation.
  • Writing skills are critical to assist in the documentation of financial topics related to budgets, fiscal plan and rate case creation.
  • Skills in the use of computer applications (MS Office, Excel, Word, PowerPoint, Outlook) and experience with programs such as Microsoft Project and SharePoint.
  • Critical thinking skills with the ability to think systematically to develop solutions.
  • Understanding of accounting and financial related terminology and concepts.
  • Ability to effectively prioritize workloads, meet deadlines and resolve conflicting priorities.
  • Strong ability to assemble facts and facilitate work product with various stakeholders, and communication of complex topics.
  • High attention to detail
  • Ability to influence, effectively communicate with senior leadership, external consultants, legal counsel, and regulatory agency staff.
  • Strong interpersonal, organizational and management skills with the ability to manage complex requirements with strict deadlines.
  • Strong skills in Leadership and Project Management are ideal as the job requires coordination, prioritization, work breakdown and follow-ups with key stakeholders to achieve deliverables.
