SUMMARY
Summary:
The City of Charlotte Finance Department is seeking a Financial Reporting Accountant II to work in the Financial Reporting Division. This position serves as a member of the Financial Reporting team which consists of a Chief Accountant, Assistant Chief Accountant, Accountants, a Budget and Finance Analysts, and Accounting Technician.
This position will perform advanced professional work managing an accounting related operation and reviewing and preparing financial statements in accordance with generally accepted accounting principles (GAAP) for governmental organizations.
The selected candidate will work with the Chief and Assistant Chief Accountant, department heads, city staff, and other financial professionals inside the organization. This position reports to the Financial Reporting Accountant III.
Major Duties and Responsibilities:
* Ensure the integrity of the City's financial statements
* Monitor financial transactions and ensure appropriate application of generally accepted accounting principles
* Prepare the Schedule of Expenditures of Federal and State Awards and review the Data Collection Form
* Communicate with external auditors as needed
* Update the Grant Workbook and reconcile monthly to the General Ledger
* Maintain and update approved City's Ordinances
* Record the City's annual budget in the General Ledger
* Organize and conduct quarterly grant meetings
* Prepare quarterly reports to record Cost Allocation, Asset Forfeiture, and Block Grants
* Enter journal entries to record grant revenues received by Automated Clearing House (ACH).
* Prepare annual and interim financial statements, including supporting work-papers; preparing other reports as required by federal and state regulations, auditors (internal or external) or other agencies.
* Complete monthly account reconciliations; reconciling and analyzing subsidiary ledgers.
* Prepare and/review journal entries; conducting research and providing information as needed.
* Reconcile the Equitable Sharing Agreement and Certification Report (ESAC)
* Prepare annual reports such as portion of the Electronic Municipal Market Access (EMMA) Report and Occupancy Tax
* Attend and participate at assigned meetings as a representative for Financial Reporting
* Provide grant management training as needed
* Maintain and update grant management policies and procedures
* Ensure compliance with other required financial reports
* Participate in other projects as needed or assigned
* Degree in Accounting/Finance or closely related field
* Thorough knowledge of the principles and practices of governmental accounting
* Advanced knowledge of the general methods for evaluating financial performance such as income statement preparation, variance analysis and break-even analysis
* Proficient with personal computers including spreadsheet and database applications
* Ability to establish and maintain effective working relationships
* Strong written and oral communication skills
Bachelor's Level Degree and Three Years of Experience
or
Master's Level Degree and One Year of Experience
and
CPA
CONDITIONS OF EMPLOYMENT
