CH2M HILL BWXT West Valley, LLC (CHBWV) is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1 - Facility Disposition Project at the West Valley Demonstration Project. The site is a scenic 30-minute drive south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, CHBWV continues to decontaminate and decommission facilities at this site.

**JOB SUMMARY/PURPOSE OF POSITION**

The primary responsibility of the Financial Analyst II (Payroll Specialist) is weekly/bi-weekly payroll processing, timesheet audits, general ledger reconciliations and compiling journal entries. Other activities in support of various financial functions include maintaining documented records, ensuring compliance with internal procedures and government regulations. The role will support and perform other accounting functions as needed such as AP, sales tax, and ad hoc reporting.

**MINIMUM QUALIFICATIONS**

**Education/Experience:**

+ BA/BS in Accounting or Business Administration

+ Minimum of two (2) years of related experience or equivalent combination of education and related experience.

**Preferred Qualification:**

+ Experience with ADP or other payroll processing system.

+ Experience with general ledger treatment, reconciliations, and ad hoc analyses

+ Must have a working background in financial analysis including a working knowledge of government and corporate relations. Knowledgeable of basic financial functions such as budgeting, auditing, invoicing, banking, analysis and accounting entries.

+ Must possess a standard knowledge of Generally Accepted Accounting Principles (GAAP) and governmental regulations to successfully complete difficult assignments.

+ Must be able to work general supervision and follow detailed written and verbal instructions to perform assigned tasks according to established procedures.

+ Must be able to use own judgment in locating and selecting most appropriate financial guidelines, references, and procedures.

+ Must plan, coordinate, or advise on work efforts or to resolve operating problems toward mutual goals.

+ Must be able to execute a moderate scope of specific financial practices affecting the accuracy, reliability, or acceptability of further processes or services.

+ Must be able to interface with employees in the department, division, and organization.

**MAJOR RESPONSIBILITIES/SCOPE OF WORK**

+ Maintain a safe and healthy work environment by following established safe work practices and procedures; investigating and reporting identified safety concerns or situations.

+ Implement standards contained in the Company Code of Ethics & Business Conduct, Company EEO practices, and DOE directives.

+ Maintains database by entering, verifying, and backing up data; interface time and expense with accounting software.

+ Increases productivity by developing automated accounting applications; coordinating information requirements, identifying and improving current methods including the integration of PC programs.

+ Ensures account accuracy by performing account analysis and reconciliation.

+ Reconciles transactions by comparing and correcting data. Resolve and explain variances in ledger balances. Provides financial information to management by researching and analyzing accounting and financial data and preparing reports.

+ Answers accounting and financial procedure questions by researching and interpreting accounting and financial policy and regulations.

+ Complies with Federal, State, and local financial legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions.

+ Prepares financial and accounting reports by collecting, analyzing, and summarizing account information and trends.

+ Address issues as they relate to government counterparts.

+ Substantiates financial transactions by auditing documents.

+ Prepares payments by verifying documentation and processing disbursements for Corporate and customers billings.

+ Protects operations by keeping financial information and other Personally Identifiable Information (PII) and Official Use Only (OUO) information confidential.

+ Maintains technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks.

+ Assist employees with their accounting related problems.

+ Address issues as they relate to government counterparts.

+ Assist external customers with financial problems.

+ Obtain external information as it relates to accounting input.

+ Provide training and development for internal and external customers.

+ Maintain and gains proficiency in journal entries by entering and editing data with complete understanding of how the ledger is affected by entered data.

+ Administer banking oversight and reconciliations.

+ Regular attendance is required.

+ Contributes to team effort by accomplishing related results as needed.
