Job Description Valiant Harbor International (VHI) is seeking a Financial Analyst to join our team in Arlington, VA. The Ideal Candidate will have experience applying financial methodologies and principles to support organizational objectives. The ideal candidate will be an accomplished analyst with a demonstrated history of financial management proficiency, and possess experience working within Navy RDT&E activities (i.e., ONR, NRL, NSWC, NAWC, NUWC, UARCs, and FFRDCs). The analyst will perform a variety of financial, technical and support services involving data review, event, contract, and project coordination, budget development and maintenance, and other related technical and administrative duties. Job Responsibilities
- Provide support to Program Officers in planning, managing, and monitoring major RDT&E projects.
- Work with Government personnel in monitoring and coordinating contracts and on-going projects; developing systems for data collection, reporting criteria and contract records; researching and compiling statistics and data for contracts/projects; monitoring contract/project timelines; creating, monitoring and maintaining files for program compliance; preparing memorandums and reports with statistical summaries and comparisons.
- Monitor program funds (commitments, obligations, and expenditures) in Navy Enterprise Resource Planning (ERP) to ensure benchmarks are being met; assist in the development and maintenance of budgets; review invoices, develop projections regarding expenditure patterns; and review/prepare financial reports.
- Execute and manage the approved budget based on Program Objective Memorandum (POM) and Presidential Budget (PB) allocations.
- Ensure financial resources are used in accordance with budgetary authority.
- Experience with the Material Managements (MM) and Procurement for Public Sector (PPS) modules is highly desired.
- Prepare and submit Obligation Phasing Plans (OPPs) to budget and allocate program funding; assist in generating responses to financial data calls; prepare financial slides for various briefs to include congressional, program status and milestone briefs.
- Research, analyze, and develop recommendations to support organizational management of financial resources.
- Prepare clear and concise written communications and make oral presentations; conduct complex data and budget review; communicate effectively with diverse groups; compute budget statistics; set up and maintain relational database files, perform queries, and retrieve data to prepare reports.
- Coordinate and organize meetings, assist with arrangements for presenters; identify participants and support the coordination and communications related to registration information including follow-up activities such as compiling and issuing meeting minutes /presentations.
- Assist with preparation of fact sheets, brochures, charts and multi-media presentations; proofread and edit documents; coordinate printing; prepare mailings; develop and prepare letters, memos, and program reports.
- Work requires proficiency in using various computer application programs such as MS Excel, MS Project, MS PowerPoint, MS Word, MS Access and MS SharePoint is essential.
- Familiarity and experience with the following is highly desired: other Navy systems and software such as Computer Optimized Batch Reconciliation Application (COBRA), Program Budget Information System (PBIS), Standard Accounting and Reporting System (STARS), Navy Marine Corps Intranet (NMCI), and Contract and Grant Administration Management Information System (CAMIS).
Qualifications
- Applicant must be a United States citizen.
- Current SECRET Clearance or the ability to obtain a SECRET clearance prior to award.
- Bachelor's degree from an accredited College or University is required; degree in Business or Accounting desired.
Required Skills
- 5+ years of experience providing business and financial support.
- 3+ years of experience with Navy ERP or similar DOD accounting software.
- 3+ years of Federal grant management experience.
- Proficiency in using various computer application programs such as MS Excel, MS Project, MS PowerPoint, MS Word
- Recent experience working with government financial systems listed under Financial and Administrative Requirements.
- Recent experience with government planning, forecasting, program budgeting, funding execution, performance monitoring, and reporting against commitment, obligation, and expenditure benchmarks.

Yearly Pay Range: $90,000 - $100,000
