Summary
Responsible for the supervision of daily budget operations and providing direction and analytical support to assigned staff.

ESSENTIAL FUNCTIONS

DUTIES
* Supervise the compilation and monitoring of the operating and capital budgets for assigned departments, including but not limited to the development of financial proformas, rate and impact fee research, maintenance of business reports and documents, and recommendation(s) and information presentations to internal and external stakeholders.
* Assist with the review, update, creation, and implementation of standard operating procedures (SOPs).
* Develop and implement training for staff citywide to ensure processes and procedures are followed.
* Assist Budget leadership with long-term forecasting and financial planning.
* Serve as financial liaison to operating departments citywide; meet with departments routinely to ensure objectives are being met and obtain feedback for process improvement and staff development.
* Establish and maintain a financial charter for each department clearly outlining expectations for team members and departments.
* Build rate revenue and fee forecasts based on historic rate data and future growth projections; facilitate adoption of rate and fee ordinances.
* Updates the cost-of-service analyses for utility rates and recommend changes to utility rate designs.
* Collaborate with internal stakeholders to engage the public in the budget process throughout the year; present at public meetings, as directed.
* Review, compile and prepare financial reports and narratives for public-facing documents, including but not limited to, Quarterly Financial Reports, Proposed Budget Book, Annual Program of Services, and Utilities Rate Book.
* Stay abreast and maintain to up to date on the City of Denton regulations for the special revenue funds; monitor funds for valid expenses.
* Ensure compliance with State of Texas statutes concerning impact fee revenue expenditures, creates the impact fee expenditure plan, develops revenue projections, and oversee monitoring and tracking of impact fee revenues and expenditures.
* Collaborate with staff in other City of Denton departments on tasks, projects and/or initiatives, as appropriate.
SUPERVISORY/BUDGET RESPONSIBILITIES
* Select,train,supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.

Job Requirements
EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
* Bachelor's Degree from an accredited college or university in Accounting, Finance, Public Administration, Business Administration, or related field; and,
* Six (6) years' experience in financial analysis, budgeting, rate, costs, revenue analyses, or related field; and,
* Two (2)years' experience in amanagement or supervisory capacity,
OR
* Master's Degree from an accredited college or university in Accounting, Finance, Public Administration, Business Administration, or related field; and,
* Four (4) years' experience in financial analysis, budgeting, rate, costs, revenue analyses, or related field; and,
* One (1) year experience in a management or supervisory capacity,
OR
* Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
